ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans relief fund and King County general fund-funded human services programs.

ASD also supports the King County VSHSL Advisory Board, the King County Veterans Advisory Board, and the King County Women's Advisory Board.

King County is an active partner in King County's Area Agency on Aging.


POSITION DESCRIPTIONThe Procurement Team Lead oversees the design, development, and implementation of competitive procurement processes that support ASD’s strategic priorities and expand equitable access to funding.

This position leads the creation of procurement timelines, solicitation materials, evaluation processes, equity strategies, and provider readiness supports for up to 10 RFPs, RFQs, or ROIs per year.

The Lead ensures solicitations are clear, fair, and accessible, particularly to culturally-specific, emerging, and small nonprofit providers, while maintaining compliance with relevant laws, policies, and administrative requirements.

The role works in close partnership with the Provider Supports Lead, Policy & Community Engagement Lead, and Contracting/Fiscal teams to ensure procurement processes are transparent, streamlined, equity-centered, and aligned with King County best-practice standards.

This position reports to the Provider Supports Team Lead (or designee) and may supervise a Procurement Specialist and matrixed staff.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. The current minimum in-office requirement is every Wednesday.


MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Strategic Procurement Planning & Calendar Management (35%) Candidate will develop and manage an annual procurement calendar for up to ten competitive solicitations, ensuring timelines are realistic, predictable, and widely communicated.

Candidate will convene cross-functional planning discussions, facilitate internal review processes, and coordinate with provider supports and fiscal teams to align PVA, onboarding, and readiness supports with all RFx milestones.

Solicitation Design & Documentation Development (30%) Candidate will lead the drafting, review, and finalization of solicitations, evaluation criteria, scopes of work, and required documentation.

Candidate will ensure materials are written in clear and accessible language, prioritize equity and transparency, and reflect community input gathered through listening sessions and pre-release engagement.

Evaluation & Award Process Oversight (15%) Candidate will coordinate evaluation panels, guide reviewers through scoring and selection, and ensure documentation aligns with County procurement standards.

Candidate will uphold conflict-of-interest protocols, ensure consistent scoring practices, and support award determinations and public communications.

Cross-Team Coordination & Provider Accessibility (15%) Candidate will partner closely with the Provider Supports team to integrate pre-vendor assessment referrals and readiness supports throughout the solicitation lifecycle.

Candidate will collaborate with the Policy & Community Engagement team to plan and support RFx-related listening sessions, information sessions, bidder Q&A, and feedback loops that strengthen provider engagement and equitable access.

Performance Measurement & Continuous Improvement (5%) Candidate will track procurement milestones, timeliness, participation rates (including representation of emerging and culturally-specific providers), and solicitation access barriers.

Candidate will conduct after-action reviews and recommend improvements to increase accessibility, equity, and efficiency.


Qualifications

Education: Bachelor's degree in public administration, business, social/behavioral sciences, government, or a related field; or an equivalent combination of education and experience.

Professional Experience: Five (5) years of progressively responsible experience in fiscal management, auditing, grants/contracts administration, or provider technical assistance, including two (2) years leading projects or supervising professional staff.

Note: A Master’s degree may substitute for one year of required experience. Additional progressively responsible experience may substitute for up to two years of education (30 semester or 45 quarter units equals one year).



Desired Experience, Qualifications, Knowledge, Skills

Education:

  • Master's degree in Public Administration, Business Administration, Law, or related field
  • Procurement-related training or certification (e.g., NCMA)

Professional Experience

  • Experience designing or supporting public sector procurements or grantmaking
  • Experience improving equity in government funding access
  • Experience coordinating cross-functional project teams
  • Experience developing solicitation templates, checklists, or guidance
  • Familiarity with nonprofit capacity building and government-to-community partnerships
