Provide leadership and guidance to assigned staff as the Associate Vice President for Facilities Oversight and Procurement.
This role has overall responsibility for directing, planning, and coordinating procurement governance and facilities management operations for the SC Technical College System.
Provide strategic oversight of System-wide procurement policies, compliance structures, and operational alignment, while day-to-day procurement execution is carried out by procurement managers.
Provide executive leadership for facilities operations, including construction and renovation, maintenance, custodial and grounds services, safety and environmental compliance, shipping and receiving, warehousing, inventory control, and motor pool operations.
Counsel and advise the System Office and sixteen (16) colleges on procurement governance, facilities planning, infrastructure needs, and operational best practices.
Coordinate and manage special projects as assigned by the Vice President for Finance. Provide analysis and recommendations related to operational effectiveness and long-term resource planning.
Work collaboratively with the Vice President for Finance, procurement managers, and facilities leadership to ensure efficient, compliant, and mission-aligned operations across the System.
Support the development and implementation of policies, procedures, and strategic initiatives that strengthen operational performance and compliance across procurement and facilities functions.
A bachelor's degree and procurement experience. Knowledge of state accounting, budgetary and procurement procedures.
Knowledge of principles, practices and terminology of procurement and facilities operations. Knowledge of modeling tools and procedures for examining financial data.
Ability to negotiate, interpret, analyze, and evaluate complex procurements. Ability to draft clear and concise reports and correspondence. Supervision of multiple staff members.
