Full Job Description

You will serve as the Director, Field Team Operations in the NUWCDIVNPT Field Team of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project.

The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Scientist (1301-series), or a Mathematician (1501-series), depending upon the qualifications of the candidate.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: As a professional engineer or scientist directing, managing and synthesizing Field Team Operations, personnel and intelligence to provide expert on-site technical support and strategic recommendations to solve immediate fleet operational needs to support the divisions technical initiatives.

  • You will serve as the Director, Field Team Operations.
  • You will provide technical and supervisory direction to the NUWCDIVNPT Field Team and in-house staff.
  • You will ensure NUWCDIVNPT Field Team Members serve as Advisors on the staffs of Fleet and DoD/Navy Headquarter Commands worldwide and provide "Honest Broker" on-site technical support to their host Commands.
  • You will provide timely identification of customer needs, nurture customer relationships, and effect liaison between the Division and the host Commands.
  • You will be responsible for developing annual Field Team plans and for the recruiting, selection, training, placement and support of Field Team Members in accordance with the approved annual plans.
  • You will be responsible for negotiating on-site support requirements with leadership and Fleet and sponsor commands and for identifying the required funding support for Field Team positions from external and/or internal sources.
  • You will coordinate personnel support for the Office of Naval Research - Global Science Advisor and Science Director Programs which has the purpose of identifying and applying Naval Research and Development Enterprise Science and Technology.
  • You will be responsible for implementing a process to generate both weekly and monthly Situational Awareness reports, to provide leadership information on external events and items of interest with relevance to the WC and Division mission.
  • You will serve as the Senior Advisor on all matters related to NUWCDIVNPT On-Site Representative policy and strategy.
