Job Description

Summary

This role involves managing contracts and procurement for a naval department focused on sensors and sonar systems, including planning strategies, supporting program teams, and handling communications with other departments.

It requires partnering closely with contracts experts to solve buying challenges and ensure the team has what it needs for missions.

A good fit would be someone with experience in government or commercial purchasing who enjoys leading projects, researching policies, and briefing leaders.

Key Requirements

  • At least one year of specialized experience equivalent to NT-03 (GS-9/10) for NT-04 level, focusing on resolving purchasing challenges and planning procurement strategies in partnership with contracts departments
  • At least one year of specialized experience equivalent to NT-04 (GS-11/12) for NT-05 level, with emphasis on commercial procurement activities for sensors and sonar systems
  • Ability to lead development and execution of departmental procurement strategies and plans
  • Skills in supporting program managers with contractual requirements and performance measures
  • Experience in researching and drafting non-technical documents on procurement, government relations, and problem resolution
  • Proficiency in leading data calls, tracking contract actions (e.g., funding, new contracts, bank card purchases), and staying updated on policies and procedures
  • Strong communication skills as the main point of contact for inter-departmental discussions and briefings to leadership

Full Job Description

You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Department Contracts Manager (code 15) of NAVUNSEAWARCENDIV NEWPORT RI.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze.

NT-04: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower NT-03 (GS- 9/10 equivalency) pay band in the federal service or equivalent experience in the private or public sector resolving current purchasing challenges and plan future procurement strategies by partnering with the Contracts department, to ensure the Sensors and Sonar Systems Department is always equipped for its mission.

NT-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower NT-04 (GS- 11/12 equivalency) pay band in the federal service or equivalent experience in the private or public sector resolving current purchasing challenges and plan future procurement strategies by partnering with the Contracts department, related to ongoing commercial procurement activities for the Sensors and Sonar Systems Department.

  • You will serve as the Code 15 Department Contracts Manager (DCM).
  • You will lead the development and execution of departmental procurement strategies and plans.
  • You will support program managers in developing and articulating contractual requirements and measures of performance.
  • You will be performing research and drafting non-technical documents in matters pertaining to commercial procurement, performance, findings of fact, government/contractor relations, and problem identification/resolution.
  • You will lead recurring and ad hoc data calls as required by the Director of Programs.
  • You will be continually researching new policies, directives, manuals, operating procedures, and guidance for the Department.
  • You will lead efforts to plan and track all contract actions including incremental funding, new contracts, special acquisition procurements and bank card purchases.
  • You will be the main point of contact for the department in discussions with Code 02 contract department and be ready to brief the Director of Program, Division Heads and Department Head.
