Job Description

Summary

This job is for a branch manager in a naval research center, where you'll lead a team of engineers and scientists working on advanced weapons systems, including analysis of how targets respond to threats and how effective those systems are in combat.

You'll handle everything from setting team goals and overseeing technical projects to managing budgets, hiring staff, and supporting employee growth in a fast-paced defense environment.

It's ideal for experienced technical leaders with a background in engineering or related fields who enjoy both hands-on innovation and people management.

Key Requirements

  • At least one year of specialized experience equivalent to GS-12/13 or ND-4 level in federal or equivalent service, involving oversight of engineering programs, resources, and performance
  • Qualifications in one of the following series: General Engineer (0801), Mechanical Engineer (0830), Electrical Engineer (0850), Operations Research Analyst (1515), or Computer Scientist (1550)
  • Proven leadership in managing and motivating a workforce, including personnel development, retention, hiring, and recruiting
  • Technical expertise in systems engineering, target/threat analysis, and weapons system lethality for multi-functional teams
  • Skills in strategic planning, relationship development, task coordination, budget administration, and resource management in a research and development setting
  • Ability to perform full supervisory functions, including human resources actions and recommendations

Full Job Description

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

You will serve as the Branch Head of the Target Vulnerability & Systems Effectiveness Branch (Code H31) within the Weapons Control & Integration Department, Weapon Systems Integration and Weapons Effectiveness Division of the Naval Surface Warfare Center Dahlgren Division.

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Operations Research Analyst (1515-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: As a professional engineer or scientist overseeing, coordinating, or evaluating engineering programs, resources, and work performance.

Examples of qualifying experience may include (1) leading, managing, and motivating a workforce, providing for personnel development and retention, organizing the organizational tasks and resources effectively, and conducting hiring and recruiting; (2) providing technical and strategic leadership for a multi-functional team of scientists and engineers executing systems engineering, target/threat analysis, and weapons system lethality; (3) ability to provide technical and administrative leadership including strategic planning, relationship development, overall task coordination, budget administration, and resource management for a highly capable branch unit in a research and development environment.

  • You will perform the full range of technical and administrative supervisory functions, will have delegated responsibility for most human resources actions, and will make recommendations concerning human resources matters.
