About the Position: This position is located at Evans Army Community Hospital at Fort Carson, Colorado in the Directorate of Resource Management.

Specialized Experience: One year of specialized experience which includes Analyzing techniques to conduct staffing requirements; Performing cost analysis and cost benefit studies; AND Conducting data analysis to provide advisory services on areas such as healthcare costs, labor utilization, facility management, and performance measurement programs.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Business Management, or Public Administration.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Assist managers and supervisors in the formulation of improvement plans and strategies.
  • Provide updates on strength using tools such as a Table of Distribution and Allowances (TDA).
  • Analyze, integrate, and manage initiatives directly related to various medical programs.
  • Provide cost estimates for salary formulation and make recommendations.
  • Recommend policy, establish methods, procedures, and processes relative to implementation.
  • Assist with the implementation of manpower procedures or changes to establish policies.
  • Present briefings regarding assigned projects within the scope of manpower management to staff, higher headquarters, or managers.
