As a Management and Program Analyst, you will analyze current processes to identify ways that technology can be used to improve accuracy and efficiency, create reports, and develop action plans.

The New York, NY location is a satellite office of the New York Asylum Office. The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/11/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/11/2026.

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Researching and compiling statistical data; Gathering, summarizing, and analyzing information for incorporation into final reports; Identifying or recommending solutions to problems; Working in application software such as Microsoft Excel, Word, and PowerPoint.

OR You may also substitute successful completion of a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D.

OR L.L.B. degree, for experience at the GS-09 grade level. Such education must demonstrate the skills needed to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 36 semester hours should be considered as satisfying the two years of full-time study requirement.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Analyzing statistical data to identify areas of improvement; Monitoring, tracking, or responding to inquiries in accordance with established timelines; Gathering data required for use in the management of programs; Assisting with studies of efficiency or productivity.

OR You may also substitute successful completion of a Ph.D., equivalent doctoral degree, or L.L.M, if related, or three full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, for experience at the GS-11 grade level.

Such education must demonstrate the skills needed to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the three years of full-time study requirement.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Assisting with data management and analysis to help management make operational or administrative decisions; Performing statistical analysis to analyze problems within an organization; Conducting program studies to evaluate the effectiveness and efficiency of a program; Working with databases or SharePoint sites.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, Refugee, Asylum and International Operations, Asylum Division and is assigned based on the need of the agency.
  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Serve as an analyst and program advisor to management on various functions requiring application of a wide range of system and management support principles, processes, and systems.
  • Provide technical assistance and support to apply planning systems and management programs.
  • Develop, implement, and monitor management information systems, including spreadsheets, databases, SharePoint sites, and other organizational tools.
  • Develop project analyses and compile reports articulating tangible/intangible data and identify significant findings, including but not limited to, staffing models, volume projections, and forecast modeling.
  • Analyze and evaluate, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives.
  • Work with leadership to make processes more effective to achieve Asylum goals.
