Job Description

Summary

This job involves managing contracts and leading projects for the U.S. Citizenship and Immigration Services to support national security efforts against illegal activities.

You'll handle everything from planning and selecting contracts to analyzing programs and recommending improvements to meet office goals.

As a Management and Program Analyst, you will coordinate the full life cycle of office contracts, lead a variety of projects, and provide analytical guidance to further the office's mission.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/01/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/01/2026.

Selective Placement Factor: You must currently hold or have held a Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level III certificate.

This experience must be documented in your resume. Failure to do so may result in an ineligible rating.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Serving as a technical expert in contract management.

Performing work throughout the full life cycle of contracts, reimbursable agreements, and/or related acquisition programs, to include planning, market research, source selection, administration, and performance evaluation.

Analyzing administrative programs to determine impact, recommending changes, and implementing changes to meet changing needs and priorities.

Leading special projects related to human capital or financial management topics from planning to closeout.

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Civil Rights and Equal Employment Opportunity and are assigned based on the need of the agency.
  • Coordinates and performs contract administration and other administrative program responsibilities for the office.
  • Conducts comprehensive research, strategic analysis, and independent reviews to evaluate a program's impact and propose solutions to improve program efficiency and accountability.
  • Prepares and briefs on comprehensive analytical reports and documentation to communicate the status and compliance of contracts and other acquisition programs, support recommendations, and demonstrate impact of new initiatives.
  • Leads special projects, audits, broad analytical assignments and other activities that have an impact on CREEO operations.
  • Acts as a liaison with the Office of Contracting and other USCIS offices requiring contracted services.
  • Serves as an expert consultant on broad projects, initiatives, and programs related to contract administration.
