To qualify for a Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Manages core administrative and financial operations, including hiring, budgeting, contracts, audits and Freedom of Information Act (FOIA) responses to ensure organizational efficiency.

Oversees all directorate correspondence, assignments, and web content, advising senior leadership to ensure all communications are accurate and aligned with strategic goals.

Performs analysis to develop and execute operating programs. Plans and conducts studies to evaluate and recommend improvements to program effectiveness and efficiency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Serve as the primary coordinator for key administrative functions such as hiring, budget planning, timekeeping, and contract management, providing essential guidance and procedures.
  • Prepare and track all personnel changes within the organization, from processing hiring actions to employee onboarding, while maintaining official rosters and organizational charts.
  • Manage organizational tasks and evaluate all directorate correspondence for correctness and strategic focus.
  • Analyze and manage the complete organizational budget, process Military Interdepartmental Purchase Requests (MIPRs), and act as the main point of contact for all audit inquiries and Freedom of Information Act (FOIA) requests.
  • Interpret Department of War and Defense Logistics Agency’s policies to develop and maintain the directorate's Continuity of Operations Plan (COOP), ensuring critical business functions can be resumed swiftly after a disaster.
  • Manage the content for the directorate's internal and external websites, ensuring all information is displayed professionally and all links and contact details are accurate.
  • Act as a key advisor to the Director and Deputy on business correspondence and briefing materials, and coordinate all external visits with Directorate, Headquarters (HQ), and Local Command.
