Summary

This job involves analyzing management processes and programs for the United States Park Police, a law enforcement group that protects national parks in major cities.

Full Job Description

This position is located in the Homeland Security Division, United States Park Police.

The United States Park Police is a law enforcement agency within the National Park Service, and has offices in the Washington DC, New York, and San Francisco Metropolitan Areas.

The primary purpose of the position is to perform a variety of management and program analysis which stem from senior managers addressing USPP programs and priorities.

Any individual who is currently holding, or has held within the previous 52 weeks, a GS position under non-temporary appointment in competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or); with few exceptions as outlined in 5 CFR 300.603(b).

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than 1 year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments.

Time-in-grade requirements must be met by the closing date of announcement.

All qualifications must be met by the closing date of this announcement-02/23/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.

For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To Qualify at the GS-11 level: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors).

This experience must include all of the following: 1) Analyzing internal administrative procedures to evaluate efficiency of management activities, 2) Coordinating with law enforcement organizations to monitor policy or program trends, 3) Analyzing data related to law enforcement programs, 4) Preparing reports and position papers to develop briefings for higher management.

You must include hours per week worked and date of employment. -OR- EDUCATION: Successful completion of at least a Ph.D.

or equivalent, or three years progressively higher level education leading to such a degree in a field related to the position. You must include transcripts.

-OR- Successful completion of a combination of education and experience as described above.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

You must provide transcripts.

To Qualify at the GS-09 level: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors).

This experience must include all of the following: 1) Asist with analyzing internal administrative procedures to evaluate efficiency of management activities, 2) Coordinating with internal law enforcement supervision to monitor policy or program trends, 3) Gather data related to law enforcement programs, 4) Preparing reports and position papers to assist in developing briefings for higher management.

You must include hours per week worked and date of employment.

-OR- EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position -OR- Successful completion of a combination of education and experience as described above.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The major duties of the Management and Program Analyst include, but are not limited to, the following: Analyzes, evaluates, and improves the efficiency of US Park Police staffing solutions..

Provides US Park Police managers with analyses, assessments, and evaluations regarding the impact of staffing levels on law enforcement operations.

Applies established methods, guidelines, and past precedents within the Incident Command System (ICS) and the National Incident Management System (NIMS) to support law enforcement operations in compliance with applicable regulations, procedures, and strategic objectives.

Identifies and tracks data required for use in the management of Force-wide training and leave programs.

Prepares reports and presentations in coordination with management and partner agencies in the furtherance of financial cost recovery efforts.

Duties will be developmental in nature when filled below the full performance level.
