Summary

This job involves analyzing and managing various administrative programs in a naval observatory, such as internal controls, ethics, equal employment, and privacy, while tracking tasks and providing training to staff.

Full Job Description

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the PERSONNEL & WORKFORCE DEVELOPMENT DEPARTMENT of NAVOBSERV.

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience analyzing a wide range of programs to determine compliance with applicable regulations and providing an in-depth review for the organization structure and workflow.

Experience recommending corrective actions when program weaknesses are detected.

Experience conducting a variety of administrative functions essential to the operation of the administrative management of the Command Management Department.

Experience maintaining records, directives management, correspondence formatting, forms, and instructions.

Experience providing new employee indoctrination training and coordinates training for applicable programs.

Experience presenting both orally and in writing to interpret procedures, policies, and requirements as well as to provide advice and guidance.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience collaborating and working closely under supervision and works in an advanced developmental capacity performing assignments and undertaking training, both of which are aimed in design to perform the duties outlined in the aforementioned position description.

Experience implementing command program policy while the incumbent also prepares, plans, monitors, and evaluates effectiveness of established internal controls.

Experience utilizing basic Microsoft applications and Microsoft Access to perform record management efficiently.

Experience assisting with the planning, developing, managing, and controlling of various administrative programs necessary for the day-to-day operations of the USNO Administration Program.

  • You will coordinate and evaluate numerous command management programs including but not limited to the Managers Internal Control, Ethics, Equal Employment Opportunity (EEO), and Labor Management Relations.
  • You will administer all Drug Free Workplace program requirements while incumbent serves as principle POC for Privacy Act Program.
  • You will perform work to evaluate program policies and procedures affecting the operating efficiency of the USNO.
  • You will provide statistical analysis and prepares graphic charts for presentation of data.
  • You will maintain command suspense file to alert and track the completion of all time- sensitive documents and tasks both internal and external to USNO.
  • You will track the status of all actions within the suspense file by seeking input from action officers. Alert action officers of impending suspense dates.
  • You will report status of actions to the Command Management Department Head in a weekly suspense report.
  • You will provide technical guidance and directions to other command administrative employees.
  • You will maintain the command of suspense as guidance and reporting requirements evolve.
