The primary purpose of this position is: On behalf of the Director of Staff, to task and provide direction and guidance to A3 Directorate Division Chiefs and Squadron Commanders.

Also leads an office of six enlisted personnel providing staff guidance, technical expertise relating to personnel actions, administrative issues and executive support for 2 general officers.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support organizations, knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied, and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Expert knowledge of a Major Command and a Directorate structure, mission, programs and objectives. 2.

Expert knowledge of military and civilian personnel policies, regulations, procedures and requirements for advising on and managing the full range of actions, documentation and processes. 3.

Expert knowledge of rules, regulations and procedures governing training and official travel. 4.

Expert knowledge of Air Force budgetary processes to provide oversight of the A3 Directorate's fiscal management and coordinate funds status and expenditures with the Directorate Resource Advisor.

5.

Knowledge of supply, procurement, and contracting rules, regulations, and procedures for preparing solicitation packages, statements of work/performance work specifications, technical evaluation criteria, bid schedules, etc., to serve as representative of the Contracting Office or as a Quality Assurance Evaluator.

6.

Knowledge of handling and safeguarding classified information in an appropriate manner to preclude unauthorized compromise or disclosure and ensure compliance with established security policies, directives and regulations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Other Conditions of Employment: This is a key position.

Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

The incumbent may be required to take part in test alerts and practice exercises. Mobilization-key position is a key position under the provisions of AFI 36-202, civilian mobility.

This is a Testing Designated Position (TDP). The employee is subject to random drug testing.

The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.

Major Duties:

Plans, organizes and oversees the activities of assigned personnel within the Executive Support office.

Develops goals and objectives that integrate organization of executive support objectives for the directorate.

Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.

Serves as principal advisor to the Director of Staff, Division Chiefs and Squadron Commanders regarding all Directorate military and civilian personnel actions ensuring management, execution of actions and effective implementation of, and compliance with, personnel management policies and regulations.

Performs and administers personnel programs, including procurement, professional development, classification, assignments, promotions and separations.

Networks with the Air Force Personnel Center and the Air Combat Command's Personnel, Manpower and Services Directorate to implement Air Force policies on personnel actions.

Provides, plans for and coordinates resources and services and performs a variety of functions which are required for operation of the directorate.

Facilitates and participates in the day-to-day management of the office and in resolving problems related to the implementation of new or changing mission requirements.

Analyzes functions, procedures, practices and resources and consolidates information into recommendations to achieve efficient continuity and economy of operations. Alternate Unit Deployment Manager.

Plans, develops, manages and coordinates all readiness plans and programs.

Monitors and schedules deployment training of unit personnel to meet regulatory and Unit Type Code (UTC) Mission Capability Statement (MISCAP) requirements.

Exercises responsibility for establishing and maintaining a high level of combat readiness for assigned personnel to meet Air and Space Expeditionary Force (AEF) rotational deployment requirements and contingency, exercise and Operations Other than War (OOTW)deployment requirements, by coordinating and ensuring all individual deployment requirements are fulfilled.

Performs budget administration functions related to the execution of the Executive Service's annual appropriatedfund budget.

Coordinates with directorate budget analyst and monitors, analyzes and substantiates requests for allotmentsof funds from approved Executive Service's operating budget.

Develops previously unidentified funding requirements forsubmission to directorate budget analyst and higher headquarters.
