This position is located in the Department of War (DoW), Office of the Secretary of War (OSW), DoW Chief Information Office (DoW CIO), Office of the Deputy Chief Information Officer for Resources and Analysis (DCIO for R&A), Workforce Innovation Directorate (WID) In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GG-14 level, if you fulfill the following qualification requirement: One year of qualifying experience equivalent to the next lower grade level of GS/GG-13 in the federal service (experience may have been gained in the private sector) which demonstrates the following: 1) Developing and implementing cyber workforce qualification standards, policies, or guidance aligned with DoW or federal cyber workforce frameworks; 2) Assessing cyber workforce readiness through the development or analysis of metrics, reporting mechanisms, and identification of workforce capability gaps; and 3) Advising leadership and coordinating with stakeholders to support cyber workforce development initiatives, readiness reporting, and program execution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Incumbents typical work assignments may include the following: Develops and implements cyber workforce qualification standards, strategies, and guidance to support the readiness of DoW military and civilian cyber professionals.
Coordinates with subject matter experts, mission leaders, and DoW components to ensure cyber workforce qualifications align with mission requirements and federal, DoW, and industry standards.
Evaluates and aligns training, certifications, and education programs to support cyber workforce development and ensure workforce readiness for cyber work roles.
Leads analysis of cyber workforce qualification processes and outcomes to assess effectiveness, identify gaps, and recommend improvements to qualification standards and programs.
Provides policy oversight and guidance on cyber workforce qualification frameworks, including alignment of foundational and advanced proficiency levels across DoW organizations.
Engages with industry certification bodies and training providers to validate course offerings and ensure alignment with cyber workforce qualification requirements.
Develops policy, guidance, tools, and procedures to support consistent implementation of cyber workforce qualification programs across DoW components.
Responds to requests for information, audits, and Congressional inquiries related to cyber workforce qualification programs and workforce development initiatives.
