This position is in Executive Services Directorate (ESD), Washington Headquarters Services (WHS).
ESD provides superior customer service to ESD, the WHS Immediate Office staff, and select WHS-serviced Components in a variety of administrative areas including human resources, contracting, resource, and performance management, information technology, time & attendance, training, travel, parking, and government purchase card.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates experience: Serving as a principal advisor to senior leadership on a range of complex civilian personnel and manpower programs, providing authoritative recommendations on strategic recruitment, staffing, and organizational design.
Directing and exercising operational oversight of multiple, complex human capital programs simultaneously (such as Performance Management, Awards, and Workforce Planning) for a diverse organization.
Independently analyzing manpower reports and organizational performance data to develop and recommend sound strategies that improve the efficiency and effectiveness of human resource programs and alleviate adverse impacts on staffing levels.
Representing an organization at high-level meetings or boards to advise on and influence the implementation of new human capital initiatives, pilot programs, or major regulatory changes affecting the workforce.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Serve as a principal advisor to senior leadership on a wide range of civilian personnel and manpower matters, providing expert recommendations on complex requirements such as staffing, recruitment strategies, and organizational performance.
Manage and provide operational oversight for all civilian personnel functions, including preparing personnel actions, developing position descriptions, and tracking recruitment from start to finish in coordination with multiple HR and Manpower offices.
Direct and provide program management for a diverse set of human capital programs, including Performance Management, Awards and Recognition, Workforce Planning, and Personnel Policy implementation.
Analyze and reconcile manpower reports to ensure proper billet authorizations and allocations, preparing and coordinating requests for organizational structure changes to meet mission priorities.
Conduct extensive research and analysis on complex administrative programs and data calls (such as Telework and Work-Life programs) to draw conclusions and recommend strategies for improving organizational efficiency and effectiveness.
Represent the directorate at high-level meetings, such as the WHS Human Capital Strategy Board, to advise on new initiatives, pilot programs, and major regulatory changes impacting the civilian workforce.
