About the Position: This position is located in the Directorate for Administration, Naval Health Clinic, Pearl Harbor, HI.

The incumbent will serve as the principal functional and technical expert for workforce-management activities for health clinic and its branch clinics.

Federal employees in Hawaii are currently entitled to receive a 8.64% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.

Specialized Experience: One year of specialized experience which includes providing guidance and advice to management and/or personnel; reviewing and/or analyzing organizational requirements; and utilizing computer software programs to produce graphs, spreadsheets, reports, or databases.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Business Management, Accounting.

(Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

(Note: You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

• Interpret local policies and directives and provide guidance and advice to management and personnel at all levels.
• Develop plans and policies to achieve the maximum efficiency level of processing personnel actions.
• Monitor, coordinate, and track all on-going and projected actions and continuously updates the staff.
• Analyze, evaluate, and develop comprehensive plans to support a recommended strategy or procedures that ensure effectiveness and compliance of actions taken.
• Complete and review numerous reports, analyses trends, timeliness of processing actions, and status of numerous actions.
• Recommend plans to improve efficiency of processing actions and solutions to eliminate recurrence of unfavorable conditions.
