Job Description

Summary

This job involves analyzing and improving how people and resources are used in a military medical center's human resources department, such as creating reports on staffing needs and suggesting better ways to assign work.

It supports decision-making for management boards to make operations more efficient.

About the Position: This position is located at Naval Medical Center, Defense Health Agency, Defense Health Network Pacific Rim, San Diego, CA Directorate of RM Human Resources.

The purpose of this position is to develop, analyze, evaluate, advise and improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, information and documentation systems, and/or similar functions of management.

Specialized Experience GS 11: One year of specialized experience which includes: (1) developing manpower and/or utilization reports to perform statistical analysis on civilian manpower data; (2) analyzing manpower billets and human resource information to ensure proper billet allocation; and (3) evaluating manpower and resource data to optimize resource utilization and planning.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

(if unrelated) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, finances, or operations management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Provide administrative support to the command Position Management Board (PMB) by providing manpower and utilization reports.
  • Works closely with Civilian Human Resources specialists on overall position management activities, identifying vacant billets and providing recommendations for personnel billet assignments.
  • Analyzes data and makes recommendations to senior management, supervisors, and/or employees.
  • Provides analytical support to working groups and projects to obtain relevant and accurate manpower data for use in management of various health care needs.
  • Uses Microsoft Excel spreadsheets and/or Microsoft Access databases to create, modify, and merge reports in order to monitor the changes in manpower data within the MTF.
  • Provides expertise on matters relating to the analysis and evaluation of critical human capital issues and data in HR systems.
