Summary

This job is a temporary 30-month developmental role for high-potential mid-level managers in the Air Force, focusing on building expertise in logistics policy, procedures, and support for major programs.

It involves advising on logistics strategies, evaluating systems, and collaborating with various military and government teams to improve supply chain and resource management.

The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; is not a continuing position and assignment duration is limited to 30 months.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization and must have included: 1) Comprehensive knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities; 2) Knowledge and skill in applying analytical and evaluative methods and techniques, together with the knowledge of pertinent policies, concepts and procedures affecting logistics, inventory management and procurement functions to plan and evaluate effective logistics support for major programs or projects; 3) knowledge of Air Force and command organizational structures and functions; and 4) Thorough knowledge of the relationship of procurement, distribution, budgeting, funding, programming, maintenance, storage, disposal, and other logistical operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD and Air Force regulations, principles, and practices pertaining to logistics management functions.

Knowledge of a wide variety of logistics management activities including, but not limited to, determination of fund requirements; supply support systems; and, the integration of supply, transportation, maintenance, and other logistics support activities.

Knowledge of program planning, funding, and logistics management information systems.

Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems.

Ability to integrate the separate functions in planning or implementing a logistics management program. Skill in effective written and oral communication. Major Duties:

DUTY 1: Performs career broadening assignments on logistics policy, procedures, guidance, continuity, and direction for assigned program areas/projects.

Assists in the development of AF policy, guidance, procedures, strategies, processes, and concepts concerning logistics support.

Maintains close working relationships with logistics personnel from MAJCOMs, FOAs, DRUs, other services, other DoW, and non-DoW agencies to ensure a thorough understanding of the policies and guidance concerning logistics support requirements.

DUTY 2: Career broadening assignments involve serving as a Staff Advisor on logistics procedures pertaining to logistical systems/programs.

Evaluates and reports on new and existing logistics support concepts, proposals, designs, developments, products, trends, standards, process improvements, and ideas for applicability to the Air Force.

Provides authoritative advice, corporate solutions, and assistance on complex, technical, controversial, and precedent setting matters to improve the overall logistics support to AF logistics projects/systems.

Maintains close liaison with industry, military departments, USAF MAJCOMs, and other government agencies to evaluate applications of logistics systems technology and or programs and makes recommendations through development of alternative strategies and cost study trade-off.

Maintains a constant review of the systems/programs and advises of any impact concerning logistics support issues.

DUTY 3: Reviews, analyzes, and recommends procedures and methods for Air Force logistics program management. Assists in the development, maintenance and use of integrated program schedules.

Develops procedures and methods for key milestone planning, identification and definition, task interdependency assessment, critical path development, and resource identification/control.

Assesses the overall program management plans and schedules from the standpoint of logistics implementations, technical requirements, acquisition strategy, business strategy, and program execution.

Works directly with HQ USAF, MAJCOM, FOA, and DRU counterparts in maintaining executable programs.

DUTY 4: Carries out special projects and assignments designed specifically to meet the broadening intent of the position.

Provides customer assistance and/or training for assigned financial management programs/systems.

Represents the concerns of the organization at meetings and conferences preparing staff studies and various documents to meet special needs.

Develops and presents oral presentations; leading and/or serving on steering committees or completing a project aimed at improving organizational effectiveness.

Provides responsive and timely support to customers, actively supports achievement of financial program goals and objectives.

Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance.

Contributes to timely and viable resolution of issues and problems that are complete, effective, coordinated, and well researched.

Establishes effective professional working relationships with coworkers, or contacts outside the organization contributing to a cooperative working environment and successful accomplishment of the mission.
