Job Description

Summary

This job at the EPA involves working on safe drinking water programs, helping states and tribes create environmental protection plans, and overseeing grants and contracts to ensure clean water standards are met in Alaska.

Key Requirements

  • Strong technical knowledge in water quality, groundwater, and Underground Injection Control (UIC) programs
  • Excellent written and oral communication skills for developing guidelines, reports, and advising stakeholders
  • Proficiency in influencing/negotiating, interpersonal skills, planning/evaluating, and data literacy/analysis
  • Ability to oversee contracts, grants, and program evaluations with less than 25% time on financial agreements
  • Physical reporting to Anchorage office on a regular basis

Full Job Description

This position is in Region 10, Water Division, Permitting, Drinking Water & Infrastructure Branch, Groundwater and Drinking Water Section. About: Region 10.

This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.

NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement.

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as applying advanced theories, principles, concepts, practices, standards, and methods related to safe drinking water; addressing and resolving complex technical problems associated with the impacts on water quality and the environment.

You will be assessed on the following competencies: Written Communication Technical Knowledge Influencing/Negotiating Interpersonal Skills Oral Communication Attention to Detail Planning and Evaluating Data Literacy and Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will: Develop, revise, and write technical guidelines affecting other agencies and/or industries to address controversial subjects through reports and position papers.

Provide advice and assistance to States, Tribes, Territories, and local governments to help develop, execute, and monitor effective environmental protection plans and programs, and to assist in developing and reviewing grant proposals.

Oversee and monitor use of funds and work under cost-reimbursable and level-of-effort contracts to support regional program work.

Oversee program evaluations and approvals for State-delegated Underground Injection Control (UIC) programs to ensure effective program management and compliance.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
