About This Position:

This position serves as the technical Learning Management System subject-matter expert for the Behavioral Health Administration Workforce Development Division.

In an effort to support the data and analytic needs of the BHA WFD division, this position works closely with all teams within the division to build and maintain a BHA WFD Division dashboard to report outcomes from Education and Training, Provider Retention and Recruitment, Licensure and Certification Program, and Learning Management System (LMS) outcomes.

They will upload courses developed by instructional designers into the D2L LMS.

They support the functionality of the LMS and assist in bringing the system from viability to marketability by working with the D2L contractor to ensure development of the course catalog and course library, course tracking (student transcripts/certificates), and LMS reporting.

In addition, they will help to develop a plan for and lead the effort on system-wide licensure distribution within the LMS, LMS long-term course maintenance, and course governance amongst agencies.

Furthermore, they work closely with the Technology and Data Division (TADA) team and coordinate with the Communications team to provide reports for the BHA Intranet and CDHS BHA website.

This position requires precise and critical QA skills, with enough analytical fluency to validate that courses, surveys, quizzes, and certificate workflows behave as intended.

When problems arise, judgment is required to quickly identify which system components or course assets would need attention so that the request can be properly routed.

Familiarity with web accessibility principles and an understanding of Colorado mandates will be helpful. Proven ability to learn fairly complicated SaaS offerings quickly.

Ideally, working literacy in Brightspace and Course Merchant. Other duties as assigned.

This position uploads courses developed by instructional designers to the LMS platform (hereafter referred to as Desire2Learn or D2L, as this is the utilized platform at the time of this PD creation). They work with the D2L contractor to ensure development of the course catalog and course library, course tracking (student transcripts/certificates), and LMS reporting. This position ensures the LMS is marketable and functional for end users.

LMS Maintenance and Governance
This position informs the plan and leads the effort on equitable licensure distribution within the LMS, LMS long-term course maintenance, and course governance amongst agencies. It works closely with the Technology and Data Analysis (TADA) team and coordinates with the Communications team to provide reports for the BHA Intranet and CDHS BHA website.

Qualifications

MINIMUM QUALIFICATIONS:
  • Experience Only: Six (6) years of professional, relevant experience in LMS administration, educational technology, data analytics/dashboarding, or technical project management.

  • Education and Experience: A combination of related education (from an accredited college or university in Information Technology, Data Science, Education Technology, or a related field) and/or relevant professional experience equal to six (6) years.


Preferred Qualifications:
  • Direct, professional literacy in Brightspace (D2L) and Course Merchant.

  • Experience collaborating with IT/Data divisions (TADA) and Communications teams to publish data to intranets or public-facing websites.

  • Familiarity with Behavioral Health or Mental Health workforce development and licensure requirements.

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications.
