THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a IT SPECIALIST (PLCYPLN), Position Description Number D1820000 and is part of the PA 271st Combat Communications Squadron, National Guard.

1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 271st Combat Communications Squadron AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED E6 - E8 Supervisor for this position is Maj Wilson Manpower #0866327 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.

Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.

Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.

Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.

Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

As an IT SPECIALIST (PLCYPLN), GS-2210-11, you will be responsible for acceptance and certification of communications-electronics (C-E) systems and implementation of quality and reliability plans for assigned C-E systems.

Evaluate mission effectiveness. Develop and administer a system of internal audits, evaluations, and checklists designed to ensure conformance with squadron mission.

Utilize comprehensive knowledge of implemented programs and their interrelationships to apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization.

Perform cost-benefit and task analysis to seek more efficient and effective means and methods to achieve desired results.

Interpret a variety of technical requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.

Provide organization management with factual, objective assessments of the unit's ability to perform the mission.

Advise employees, supervisors, and managers on the evaluation of basic program policies, regulatory requirements, and procedures.

Develop baseline for use in measuring and analyzing organizational productivity or effectiveness.

Provide the commander and supervisors with factual, objective assessments of a section's ability to perform the mission and develops recommendations for needed improvements.

Develop process, management, administrative, and technical evaluation plans for implementation by managers.

Recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.

Manage the evaluation program to ensure required actions are tracked and completed. Conducts studies to ensure ground industrial safety, fire prevention and security standards are being followed.

Make recommendations, review responses and ensure that corrective actions are performed. Responsible for development of training programs for assigned drill status personnel.

Perform other duties as assigned.
