The primary purpose of this position is to serve as the IT Project Lead for the HQ 16 AF CYBER, HQ 16 AF and operational mission units, such as Information Warfare Cell and 616 operation centers.
See "Additional Information" section. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position.
Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.
Examples of creditable experience include Knowledge of pertinent advances in information technologies and/or trends in order to plan and carry out IC community, HQ 16 AF CYBER, HQ 16 AF and operational mission units; knowledge of performance management and acquisition management policies and procedures sufficient to plan and coordinate the installation, upgrade, and maintenance of the operating environment; knowledge of DOD, IC community and HQ 16 AF CYBER , HQ 16 AF and operational mission units, standards, policies, contracting rules, methods and procedures is vital and required; skill in relating considerations or facets of the work to the overall project, such as evaluating new operating systems and enhancements to existing systems and the potential impact on operational environment.
Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.
To view specialized experience click on the following link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of planning, programming and managing communication systems infrastructure projects supporting DIA, HQ 16 AF, CYBER, IW Cell and AF mission directives; knowledge of comparable systems in use in other agencies and the private sector for accomplishing similar applications.
Knowledge of pertinent advances in technology in order to plan and carry out HQ 16 AF, CYBER, IW Cell, IC community, and AF mission requirements; and technical knowledge of existing and planned communication equipment supporting the HQ 16 AF mission, CYBER and IW Cell.
Knowledge of DoD, AF, DIA, and National Security Agency (NSA) lT systems standards, policies, contracting rules, methods and procedures is vital and required; and knowledge of safety, security and EEO regulations, practices, and procedures.
Knowledge of the HQ 16 AF, and AF budget process, cost-benefit analysis methods and analysis of performance data to prepare supportable budget recommendations.
CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a Special Sensitive security clearance with access to Sensitive Compartmented Information (SCI).
A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may resulting removal from this position.
This position has been designated as IA Level II, Security + Certification. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serve as the senior technical expert to HQ 16 Air Force program, project, acquisition and policy implementation. Serve as Change Management subject matter expert for HQ 16 AF.
Identify and analyze IT standards or requirements for infrastructure configuration or change management in support of HQ 16 AF.
Represent the Headquarters 16 Air Force Project Management and Change Management at a variety of installation and functional area organizations.
