The primary purpose of this position is to serve as a command headquarters-level senior Enterprise Architect, providing expert consultation and strategic planning to management on all aspects of information technology (IT) architecture in support of MAJCOM policies, plans, and mission objectives.

Examples of specialized experience includes: Applying advanced IT principles, methods, and practices to the development and interpretation of policies, procedures, and strategies that will govern the planning and delivery of services throughout the agency; developing IT policies/plans and assessing the impact of changed policy and emerging technology on the organization's current IT plans and programs; applying multiple IT disciplines to the development of major components of the enterprise architecture plan including strategic drivers, architectural segments and reference models, and current/target architectures; and utilizing performance measurement tools to develop, implement, and interpret metrics for the evaluation of IT program effectiveness and efficiency.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems life cycle management, to include requirements analysis, development of technical solutions/costings, acquisition, implementation, testing, operations and maintenance, evolution, and end of life; knowledge of IT acquisition policies, laws, regulations, strategies, and best practices; and knowledge of applicable DoD, Air Force, Command instructions and public laws as they apply to IT planning and acquisition.

Knowledge of cybersecurity and privacy principles. Knowledge of computer networking concepts and protocols, and network security methodologies.

Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Knowledge of cyber threats and vulnerabilities.

Ability to analyze functional requirements and, using knowledge of IT hardware/software, emerging technologies, and business processes, translate those functional requirements into sound technical solutions.

Knowledge of emerging technologies that have potential for exploitation.

Ability to analyze facts and data to make sound decisions, even in uncertain situations, and understand the direct and indirect impacts of those decisions; and ability to communicate effectively, and successfully convey complex technical information to non-technical personnel, including but is not limited to preparing studies, executive correspondence, statements of work, etc., and preparing/presenting briefings.

Skill in leading and motivating project teams in a variety of situations; includes dealing effectively with individuals of varied backgrounds, and building them into a team that will work cooperatively toward goal accomplishment.

Ability to plan, organize, lead, and manage multiple, complex IT projects simultaneously; and to use a broad range of IT project management methodologies, concepts, tools and approaches to manage projects, and guide project participants, to ensure cost, schedule and performance requirements are met.

Ability to leverage best practices and lessons learned of external organizations and academic institutions dealing with cyber issues.

Knowledge of the organization's core business/mission processes.

Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the principal advisor to the MAJCOM on enterprise architecture, providing expert guidance and oversight for the integration of new and evolving technologies.

Assesses policy needs and develops policy and procedures governing IT activities.

Represents AETC in matters of enterprise architecture, technology migration, and integration strategies, interfacing with Air Staff, DISA, OSD, other MAJCOMs, and base-level stakeholders to communicate command positions and advocate for mission-aligned technical solutions.

Represents the organization at conferences and meetings and presents briefings.
