Base salary range: $62,107 - $80,737

This job involves leading a team of scientists and engineers in a naval technology division, overseeing projects related to electromagnetics and advanced tech, while handling supervision, budgeting, and strategic planning.

You will serve as a SUPVISORY IT SPECIALIST (PLCYPLN) in the ELECTROMAGNETICS & ADV TECH DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
IT-related experience demonstrating this competency include: Primary responsibilities include providing technical, project management, and contract oversight of branch projects, as requested by and under the guidance of the division head; setting employee performance expectations and evaluating employee contributions; maintaining consistent and frequent dialog with each employee; communicating and reinforcing policies and procedures; resolving conduct and performance problems in collaboration with division leadership; recommending awards and promotions; providing technical and career guidance; and establishing training plans.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
IT-related experience demonstrating this competency include: Lead or participate in division and/or department councils, special projects, or working groups.
Participate in strategic planning efforts for the division and/or department. 3.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
IT-related experience demonstrating this competency include: Serves as the Branch Head, responsible for managing the day-to-day operations, administrative and technical management and supervision of a complex team of scientists and engineers on various branch projects and conducting supervisory activities at the first level.
Responsibilities include providing technical guidance to branch members, coordinating technology opportunities, and personnel assignments across the division, department and center. 4.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
IT-related experience demonstrating this competency include: Analyze and evaluate methods and techniques for assessing project development or execution and improving effectiveness and efficiency.
Requires an understanding of basic budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector Leading a team and providing technical, project management, and contract oversight of branch projects; and applying understanding of basic budgetary and financial management principles and techniques.
