Job Description

Summary

This job involves managing IT security and system administration for the Office of Naval Research, focusing on protecting networks, assessing risks, and ensuring compliance with security standards.

Key Requirements

IT-related experience demonstrating this competency include: Utilize analytical skills, evaluation techniques, and re-engineering methods to assess the technical, financial, and programmatic implications of prospective IT endeavors.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

IT-related experience demonstrating this competency include: Providing leadership, guidance, and mentorship to the workforce communicating organizational goals and objectives while aligning with the command's initiatives.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition: NO-05 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Utilizing knowledge of technical and non-technical security features and safeguards of an IT system, application, or network; 2) Experience with the assessment and authorization process, including A&A package requirements; 3) Utilizing knowledge of Information Assurance regulations, policies, and standards.

NO-04 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Utilizing knowledge of technical and non-technical security features and safeguards of an IT system, application, or network; 2) Experience with the assessment and authorization process, including A&A package requirements; 3) Utilizing knowledge of Information Assurance regulations, policies, and standards.

  • You will perform actions involving review and approval of Cybersecurity (CS) Certification / Accreditation; CS vulnerability Alter/Bulletin compliance oversight; directing incident response and reporting procedures, etc.
  • You will spearhead the development of information security standards and procedures, ensuring their effective implementation throughout the DoD/ DoN.
  • You will foster successful working relationships with high-level officials both inside and outside NRL, thereby enhancing NRL's ability to meet organizational goals.
  • You will apply expertise in cybersecurity policy, procedures, and workforce structures to establish and maintain secure enclave environments, guaranteeing the functionality and security of all Information systems.
  • You will lead the preparation of cybersecurity assessment and authorization documentation and actively participate in cybersecurity risk assessments during Assessment and Authorization RMF process
  • You will evaluate the adequacy of security measures proposed or provided in response to acquisition requirements, ensuring that baseline security safeguards are effectively implemented.
