The Opportunity

This is a project-based position to assist with the legislative branch’s transition to the state’s new accounting system.

We are seeking an experienced, senior-level software engineer to join our development team.

We are looking for a team member who is passionate about working with on premise and cloud applications and a willingness to learn new technologies.

We design mission-critical custom applications in support of the legislative process, as well as applications providing information to the public.

Requirements

Some of your tasks will include:

  • Design, develop, and maintain software to support the Washington State Legislature.
  • Build and support applications with languages and technologies such as C#, .NET, JavaScript, IIS, T-SQL, JSON, HTML5, CSS, Bootstrap, and Blazor/JQuery.
  • Be the sole technical lead/developer and serve as the primary technical partner to the Product Owner, translating high-level business goals into concrete, well-defined, and actionable user stories and technical tasks.
  • Write and execute unit tests and automated build scripts.
  • Build Web and RESTful APIs that are shared by many applications.
  • Develop and deliver high value working software using the Agile/Scrum framework.
  • Work with a diverse group of developers to improve our development processes and refine standards and principles.
  • Self-directed, work with minimal supervision.


Qualifications

Minimum:

  • Bachelor’s degree or higher in Computer Science, Software Engineering, or related field
  • 10+ years as a full stack, object-oriented developer with hands-on experience implementing and deploying modern web solutions using Microsoft technologies
  • Demonstrated experience taking end-to-end ownership of projects without heavy oversight, including system design, implementation, deployment, and monitoring.
  • Experience in developing and integrating with RESTful and SOAP APIs
  • Experience with UI/UX tools and practices
  • Proficient in ORM/RDBMS, MS SQL Server, writing complex SQL queries
  • Experience with design patterns, specifically in multi-tier application design
  • Experience in DevOps/CI/CD and building out delivery pipelines
  • Experience working with Agile development practices
  • Experience with and understanding of Microsoft cloud technologies
  • Experience with or familiarity with accessible IT software, technology, practices, and policies
  • A team player who is flexible, dependable, and accountable with a strong sense of ownership
  • A commitment to providing excellent customer service
  • Strong verbal and written communication skills, with an ability to discuss complex concepts with technical and non-technical staff


OTHER REQUIREMENTS & INFORMATION

  • Large amount of reading and analysis is required.
  • Applicants must be a resident of Washington State or willing to relocate.
  • Applicants must be eligible to work in the United States without Visa sponsorship.
  • This is a hybrid work position in Washington State. While a “remote-first” approach is embraced, a coordinated on-site presence may be necessary.
  • Extended hours and weekend work may be required during the legislative session and special sessions, for pre-session preparations, and during anticipated workload surges.

Additional Information

The salary range for this position is $106,608 - $184,764 annually. The initial salary will be based on relevant knowledge, skills, and experience.

The hiring salary will be less than the top of the range. This position is funded through OneWA project funding and is expected to be funded through June 30, 2027, if not longer.
