Community Corrections Supervisor
Reentry - Domestic Violence Treatment Program
DOC Headquarters - Tumwater, WA
Salary Range: $8,950 - $9,834 per month

The Department of Corrections is hiring for a Community Corrections Supervisor to support the Domestic Violence Treatment Program.

The mission of the Department of Corrections is to improve public safety by positively changing lives. The Reentry Division’s Domestic Violence Treatment Program (DVTP) is responsible for the delivery and implementation of evidence-based assessment and treatment practices and the operational support to facilitate the participation of individuals in treatment designed to decrease recidivism, which increases the safety of staff, clients, and the public. This position is an integral part of DVTP treatment team. The Community Corrections Supervisor is responsible for contributing to community and public safety by ensuring the DVTP providers' treatment and organizational practices support and reflect the stated values, goals, and initiatives of the organization.

The Reentry Division is responsible for the implementation of evidence-based practices and the operational support to facilitate incarcerated and supervised individual participation in and/or to provide evidence-based and research-based interventions and promising practices/programs designed to decrease recidivism, which increases staff, incarcerated and public safety. The Department of Corrections (DOC), in collaboration with its criminal justice partners, will contribute to staff and community safety and hold incarcerated accountable by conducting appropriate screenings, assessments and evaluations to assess the risks and needs of the population and by providing services to address the risks and needs across the continuum in the least restrictive setting needed to ensure protection of staff, incarcerated and public.

Community Corrections Supervisor duties include:

Supervise and manage staff, facilities, and work performed in Domestic Violence Treatment Program:

Monitor individual employee performance to ensure it meets accepted standards for quality, timeliness, and that policies and operating protocols are implemented and adhered to.

This includes but is not limited to caseload audits, ensuring participants accountability in relation to treatment violations, ensuring participants are progressing in the treatment program and appropriate action is taken for lack of progress, reviewing work product of staff to ensure all standard requirements are being met, conducting regular case consultations, ensuring adherence to deadlines and following through on documentation completion, and consulting regularly with Community Corrections, Prisons, Reentry Center staff and other stakeholders.

Conduct timely employee performance evaluations and ensure proper coaching and training is provided to staff.

Assess staff individually for career development, personal/professional goals, and provide them with training and/or rotational experiences.

Recognize good performance and address performance deficiencies to help the employee become successful and appropriately document in the employee records.

  • Train new staff on laws/department/unit policy and processes. Keep all staff appraised of new developments and changes in department direction, law, and policy.
  • Manage staff schedules including leave and overtime/compensatory time according to departmental guidelines and the appropriate collective bargaining agreement.
  • Conduct site visits, participant documentation review, direct observation of Domestic Violence Treatment Program activities, and complete supervisor expectations outlined in Washington State Domestic Violence Perpetrator Treatment Program Standards.
  • Serve as a subject matter expert on Domestic Violence Treatment Programs, development, administration, and the management of these interventions to adult men and women in community corrections statewide:

    • Direct the analysis of the risk/needs/requirements of incarcerated/supervised individuals to inform decisions on the implementation of Domestic Violence Treatment Programs. Analysis will be completed utilizing OMNI programs and other tools as necessary.
    • Report to Reentry leadership on any identified DV programming gaps in our ability to address treatment needs of incarcerated/supervised populations.
    • Provide expertise of Domestic Violence Treatment Programs to other departments.
    • When conducting site visits and documentation review, assess for on-going process improvement with treatment staff delivering Domestic Violence Treatment Programs in community corrections settings statewide.
    • Utilize feedback from research consultants to ensure desired programming effect is being reached. Facilitate continuous process improvements with stakeholders and staff.
    • Ensure compliance of Domestic Violence Treatment Program locations statewide with Washington State Domestic Violence Perpetrator Treatment Program Standards.

    Staff development and coaching:

    • Identify training needs of Domestic Violence Treatment Program Staff and work collaboratively with stakeholders and administration to secure resources/trainings as needed.
    • Provide coaching to treatment staff on use of appropriate interventions, developing therapeutic rapport, completing domestic violence treatment assessments, providing group treatment and other relevant treatment skills utilizing the approved treatment approaches and curriculum.

      Provide coaching on conducting and documenting participant assessments, treatment progress, and end of treatment processes.

    • Routinely assess skill and professional competence of staff. Provide consultation, direct observation, and interventions as needed with treatment staff.
    • Plans, assigns, and reviews work of treatment staff.
    • Takes appropriate corrective action and recommends the initiation of investigation or disciplinary action as necessary.

    Coordinate, present, and facilitate workshops to educate staff on Domestic Violence Treatment Programs and evidence-based practices:

    • Work with researchers and subject matter experts to ensure awareness of the most recent literature regarding domestic violence treatment and evidence-based practices.
    • Provide introductory training of Domestic Violence Treatment Programs, assessments, and interventions to staff.
    • Coordinate domestic violence training from survivor service stakeholders.

    Participate and respond to requests regarding statewide policies and implementation of Domestic Violence Treatment Programs of statewide:

    • Develop relationships with leadership and protocols related to the implementation of Domestic Violence Treatment Programs for across the department's correctional continuum.
    • Utilize feedback from internal and external stakeholders on the processes related to the implementation of Domestic Violences Treatment Programs and statewide policies and protocols.
    • Apply principles of the Risk Need Responsivity model and data analysis to statewide polices and protocols related to Domestic Violence Treatment Program.
    • Ensure Domestic Violence Treatment Program is being implemented consistent with legislative directives, WAC and RCW mandates, and other certification requirements.

    Provide substantial influence on the preparation and administration of the budget for Domestic Violence Treatment Programs:

    • Ensure budget expenditures align with services provided, track and report to administration.
    • Review and approve small purchases. Review and advise administration on large purchase requests.
    • Direct the effective and efficient use of contractor services

    Qualifications

    Required Qualifications:

    Master's degree in counseling, psychology, social work, or similar social service field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education of the Council for Higher Education Accreditation (CHEA) or foreign equivalent.

    AND

    Two (2) years of experience in facilitating domestic violence intervention treatment groups at a Washington State certified program, or qualifying program from another state.

    • A minimum of two hundred and fifty (250) hours of direct treatment contact with participants in a Washington State certified domestic violence intervention treatment program, or qualifying program from another state.

    • A minimum of one hundred (100) hours of experience working with victims of domestic violence.

    • Apply, obtain/maintain Washington State Agency Affiliated Counselor registration per RCW 18.19.030 within 30 days of hire.

    • Two (2) years supervisory experience. Can be gained concurrently with required experience.

    NOTE: Licensing as a Psychologist, Social Worker, or Mental Health Counselor may be substituted for the Affiliated Counselor registration.

    Each employee is expected to maintain and adhere to the continuing education requirements for the applicable professional credential.

    Each employee must adhere to legislation and/or law changes that may affect current licensure and/or registration requirements.

    **NOTE:

    1) In accordance with WAC 388-60B-0250, DSHS may grant an exception or waiver from education compliance with this requirement.

    2) In order to qualify for an exception, the employee must possess year-for-year professional level experience equivalent to a related master's degree in counseling, psychology, social work, or similar social services field and the department determines this equivalency at the discretion of the DSHS program manager responsible for monitoring domestic violence intervention treatment programs;

    ***In accordance with WAC 246-81-015, an agency affiliated counselor may only provide counseling services as part of his or her employment for a recognized agency.

    Applicants for an agency affiliated counselor credential who apply within 30 days of employment may provide services within the agency for up to 90 days while the Department of Health processes your application.


    Preferred Qualifications:

    Two (2) years program management experience, responsible for overseeing implementation of social service/correctional/Domestic Violence Treatment programs.

    Telework Details

    This position may be allocated for telework up to 1 day each week. Employees must use a reliable internet or cellular hotspot service at an authorized location within the state of Washington.
