Examples of specialized experience includes: Applying analytical and evaluative methods to improve the efficiency and effectiveness of organizational processes and administrative or management support functions; experience with complex IT systems analysis and application software concepts, enabling assessment of new system proposals and the design, development, testing, debugging, and maintenance of software that integrates smoothly with current and future infrastructure and database environments; and an understanding of application software development life cycles, including documentation, requirements analysis, design, configuration management, cost-benefit evaluation, systems analysis, innovative design approaches, data administration, systems integration, and testing.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.

Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.

Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.

Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.

Ability to gather facts and use analytical and evaluative methods to assess requirements; apply CASE tools to design and development processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems.

Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Analyzes complex processes and/or a variety of unusual problems, questions, or conditions relative to the design and/or selection of management information systems and applications software technology.

Develops and maintains required programs to support the needs of the user. Performs required testing, troubleshoots, and corrects system and applications software discrepancies.

Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.
