Full Job Description

As an HR Specialist (Information Systems) at GS-0201-13, you'll join the USA Performance Product Development Team to advance an automated performance management platform.

You'll collaborate across teams to deliver solutions that reduce administrative burden, improve customer experience, and support data-driven performance management for federal agencies.

For the GS-13: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level.

You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position.

Specialized experience for this position must have included ALL of the following: Analyzing stakeholder needs and translating them into clear, testable user stories, business requirements, and acceptance criteria that support successful product delivery.

Conducting complex data analysis to identify trends and gaps and provide recommendations that enhance system functionality and user experience.

Collaborating with product owners, technical teams, and cross-functional stakeholders to build shared understanding and ensure solutions meet business goals.

Identifying risks, dependencies, and process gaps, and recommending practical, value-driven solutions that strengthen product reliability and delivery efficiency.

Applying experience with automated performance management systems or HR technology solutions that support employee performance processes and workflow management.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.

Lead discovery and analysis of stakeholder and customer needs, using analytical thinking to define value-driven problem statements and translate complex insights into clear, actionable, and testable requirements and user stories that enable effective solutions and strengthen mission outcomes.

Ensure all requirements and product decisions are tied to measurable business outcomes, guiding the team to deliver capabilities that enhance user satisfaction and drive meaningful mission impact.

Contribute to Agile team effectiveness by supporting backlog refinement, clarifying priorities, and helping ensure work is prepared for smooth delivery across sprints.

Conduct complex data analysis, interpreting trends and patterns, and presenting findings and recommendations to leadership to support informed decision-making, identify improvement opportunities, and enhance system functionality and user experience.

Execute sprint, regression, and validation testing of software enhancements to confirm functionality, identify defects, and support compliance with HR laws, regulations, and Section 508 requirements.
