Summary

This job involves leading a team to plan and manage IT systems for a naval education command, ensuring technology supports current and future needs while advising on policies and trends.

In addition to the four competencies above, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1.

Utilizing current and future trends relative to computer hardware, software and telecommunications in order to be the technical advisor on IM/IT planning/policy. 2.

Developing command IT policy, plans, requirements, and procedures to ensure IT infrastructure supports the current and future needs of the command3.

Speaking and writing effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel) 4.

Leading a team in the analysis, planning, establishment of IT systems, and other related business, management, and technical duties 5.

Applying the application of project management principles and methods to ensure fully compliant infrastructure, platform, and application protection programs are implemented throughout the organization.

This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work role as identified above and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.

This designation requires the incumbent to: Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF work role(s) and proficiency level(s) as documented on this coding sheet.

An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.

Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements.

  • You will research and analyze the effects of emerging technologies on Navy Accessions Training, with a goal of increasing effectiveness and efficiency and reducing cost.
  • You will develop business case to support command IT initiatives and champions them with internal and external stakeholders
  • You will analyze vendor’s technical and cost proposals and solicitations to select the best solution to command business requirements.
  • You will act as negotiator/facilitator between functional representatives/customers, system developers and other government agencies.
  • You will develop IM/IT guidance strategies, architectures, standards, plans and processes to support a corporate business IT infrastructure.
