Full Job Description

This position is located in the IT Product Management Team (ITPMT), Office of the Deputy Commissioner for Trademark Administration, Office of the Commissioner, United States Patent and Trademark Office (USPTO).

The incumbent serves as the IT project lead for assigned projects & initiatives, ensuring cross-functional coordination, system interoperability, alignment with USPTO enterprise architecture.

The position requires advanced knowledge of IT systems development, integration, and deployment.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Information Technology Management Series.

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: Experience providing authoritative guidance in the design, development, analysis, deployment, maintenance, and enhancement of large-scale advanced technology automated information systems in the development and implementation of technical business solutions; and Experience communicating with stakeholders (i.e.

employees, organization executives, customers, project management professionals) in order to provide briefings and advise on IT initiatives, investments, portfolios, programs, and/or projects; and Experience determining, identifying and analyzing information systems requirements to develop a comprehensive inventory of all IT project-related requirements and risks.

Certification Requirement: At a minimum, Federal Acquisition Certification Contracting Officer's Representative (FAC-COR) / Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 2.

Must be able to provide/show proof of this certification at the time of application submission.

The physical worksite for this position is located in Alexandria, Virginia.

Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.

Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

It is desired that the incumbent has or be able to obtain and maintain their Project Management (PMP) Certification.

(Current PMP Certificate must be submitted with application if currently certified.) The individual selected for this position will: Enjoys providing professional support in the design, development, analysis, deployment, maintenance, and enhancement of large-scale advanced technology automated information systems in the development and implementation of technical business solutions for the Trademarks Business Unit.

Has a passion for determining, identifying and analyzing enterprise IT system and infrastructure requirements, in collaboration with Business Analyst(s) to develop a comprehensive inventory of functional, requirements and associated risks.

Looks forward to coordinating requirements elicitation, decomposition, and validation efforts, translating business needs into functional capabilities, system interfaces, data flows, and ensuring system performance.

Is enthusiastic about defining the IT project scope, functional requirements, and system deliverables; develops and approves IT project plans, schedules, and technical milestones; and ensures execution across all phases of the Systems Development Life Cycle (SDLC).

Looks forward to coordinate and oversees system testing, release management, and production deployment activities.

Is interested in leading risk management activities, identifying, assessing, and mitigating operational, and strategic, cybersecurity risks.

Enjoys developing risk frameworks, policies, and controls; conducts risk analyses and reporting; advises senior leadership on risk exposure and mitigation strategies; coordinates cross-functional risk responses; ensures compliance with regulatory requirements and continuous monitoring to reduce organizational exposure.
