Full Job Description

This position is located in the IT Security Division, IT Risk Management Directorate, Office of the Chief Information Officer. The position description number is 203300.

The salary range reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent will work a flextime or compflex work schedule.

This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to provide security incident response, investigation, handling and management activities.** Knowledge of computer network defense and cyber threat hunting.** Ability to perform IT research and analysis.

Ability to apply project management methodologies and techniques to manage complex IT projects. Ability to interact collaboratively with others.

Ability to communicate effectively other than in writing. Major Duties:

This permanent position is eligible for 100% local telework. Selected candidates are required to live within the Washington, DC locality payment area.

The selectee must be able to obtain and maintain a Top-Secret/SCI security clearance. The purpose of this position is to support the IT Security program for the Library of Congress.

The incumbent serves as an expert Cyber Threat Analyst with responsibility for participating in computer network defense activities.

As such, the incumbent applies a full range of threat analytic skills to monitor, assess, and report on computer network operations capabilities that could pose a threat to the Library of Congress (LOC) computers, communications, and operations.

In conjunction with senior analysts, the incumbent develops and/or recommends analytic approaches to problems and situations.

Provides analytical support to the Library of Congress Focused Operations Team including but not limited to assistance with initial responses to related activities in the Cyber arena within LOC and refers appropriate matters to the Library of Congress Security Operations Center (LC SOC); and supports analysis of computer activities and data transmissions.

Responsibilities include network intrusion response, initial analysis of malicious software, and implementing computer hardware and software applications supporting the LOC Network Defense mission.

Performs expert analysis in order to determine IT system requirements. Serves as the authoritative expert for advanced network and systems threats.

Analyzes current and future trends to ensure that new policy and procedures are proactively identified and developed.

Acts as a subject matter expert for incident handling in internal and external discussions.

Serve as a LOC representative and subject matter expert on cyber threats, modes, and countermeasures relative to supporting cyber security
