Are you a detail-oriented professional with sharp analytical and critical thinking skills who is passionate about making a meaningful impact?

The Department of Human Services is seeking a dedicated Human Services Analyst to join the Division of Quality.

In this important role, you will provide bilingual (Spanish/English) policy oversight and technical assistance to the Early Learning Resource Centers (ELRC) administering the department’s Keystone STARS program to ensure program compliance, consistent implementation, effective management practices, comprehensive service delivery, and sound funds management.

Requirements

In this position, you will use your bilingual proficiency in Spanish and English to support the alignment of quality initiatives across early childhood education programs and to strengthen participation in the Keystone STARS program throughout the Commonwealth.

You will identify opportunities to expand and enhance incentives available through the Child Care Works program and other funding sources.

Additionally, you will develop and maintain partnerships with regional stakeholders overseeing early learning programs under the Office of Child Development and Early Learning (OCDEL) to monitor and advance quality initiatives.

You will also assist department leadership by actively contributing to the development of policies, procedures, and systems that ensure compliance with federal requirements.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.

Other Requirements:

This particular position also requires the selected candidate to be able to read, write, and speak in Spanish.

You may be contacted for a Spanish speaking proficiency evaluation conducted by the Bureau of Talent Acquisition, PA Office of Administration.

If contacted, you must pass the speaking evaluation in order to be deemed eligible for this position.

Your proficiency in reading and writing in Spanish must be demonstrated during the probationary period to achieve regular status in the position.
