In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.
SPECIALIZED EXPERIENCE, GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.
Examples of specialized experience includes: knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy.
Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.
Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
OR EDUCATION: Successfully completed one full academic year of graduate level education in a field directly related to the position such as, Human Resources, which demonstrates knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education having less than the full amount of specialized experience described in the job opportunity announcement; however, have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques.
Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.
Ability to communicate factual and procedural information clearly, orally and in writing. Ability to gather and analyze facts and draw conclusions from information. Ability to plan and organize work.

Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.

Examples of specialized experience includes: knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. OR EDUCATION: Successfully completed a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.
Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.
Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues. Ability to communicate, both orally and in writing.

Continued from Summary Section:GS-07-09: The primary purpose of this position is: To serve as a HR Specialist (Recruitment & Placement) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
The position is developmental.
All training must be completed and regulatory requirements met prior to promotion.GS-11: The primary purpose of this position is: To provide recruitment and placement advice and guidance to managers in support of the installation Civilian Personnel Office.
Duties: GS-07: Performs recruitment and placement assignments. Provides recruitment and placement, and affirmative employment advisory services.
Participates in special initiatives, studies and projects, and affirmative employment activities. Prepares written correspondence and other documents.
GS-09: In a developmental capacity, provides recruitment and placement services for positions in installation-level organizations.
