office upon entry on duty and subsequently transition to reporting to the Alexandria, Virginia location.

Specialized Experience: Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position is defined as: - Serving as a consultant to management officials on a variety of Employee Relations (ER) and Labor Relations (LR) matters; providing misconduct and performance advice and guidance to management; AND - Maintaining effective relationships and building a cohesive labor/management atmosphere that represents the best interests of the agency or organization; AND - Coordinating negotiations and administering labor agreements; AND - Serving as a representative or grievance control officer for grievances, unfair labor practices, and questions on negotiability, attempting to resolve workplace issues informally; AND - Presenting effective oral and written communications to draft disciplinary actions, performance actions, and agency or organization arguments to effectively represent management in meetings with union representatives and before a third party.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks.

This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (OHCS), Employee and Labor Relations and Performance Management Division.
OCHCO is responsible for developing and implementing policies and procedures associated with human capital management and the administrative management of the Department.
The Employee and Labor Relations and Performance Management Division supports this mission by providing employee relations and labor relations services on a department-wide basis.
As a Human Resources Specialist (Employee and Labor Relations), you will: Serve as the human resources specialist providing authoritative employee relations advice and assistance to managers and supervisors in Headquarters and the Field when dealing with out-stationed employees or issues of broad significance.
Provide authoritative advisory service to Headquarters and Field management and other specialists, including Field ER Specialist, and develops solutions to especially complex and controversial problems.
Plans, organizes and conducts research of complex legal problems to identify appropriate courses of action.
Serve as the labor relation's specialist providing authoritative labor relation's advice and assistance to managers, union officials.
