The primary purpose of this position is to serve as Human Resource Specialist (Military) in the Reserve Accessions Branch, within a Headquarters organization, performing a variety of routine to complex technical and administrative actions in support of all enlisted accessions for the Air Force Reserve.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of military personnel policies, procedures, rules, guidelines, instructions, to understand respective programs and converse with functional manager.
And, knowledge of the automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data.
OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of and ability to apply an extensive array of HR laws, rules, policies, procedures, objectives and peculiarities relating to military Reserve Accession programs; advise lower grade personnel, handle unprecedented or unusual situations/issues and interpret and adapt various guidelines to case-oriented issues.
Knowledge of fundamental Air Reserve Component, Recruiting and Accessions programs policies, practices, methods, and analytical techniques for Air Force Reserve mission with the ability to work under the pressure of established deadlines and frequent un-programmed short suspense's.
Ability to efficiently allocate cognitive recourses to achieve thoroughness and accuracy on all tasks.
Possess a comprehensive knowledge of format, content, and uses of the military personnel record, procedures and requirements regarding its maintenance.
Ability to gather and analyze facts, and draw conclusions from information, and to communicate information clearly, orally and in writing.
Ability to perform Accessions management advisory services in regard to immediate, specific, non-controversial problems of limited scope.
Analyze, interpret and articulate publications, directives and laws on appointment, enlistment and assignment policy and procedures; understand how they work interchangeably and coordinate different actions through appropriate DOD, AFPC, ARC and internal offices.
Ability to communicate effectively and professionally with co-workers and specialists in other offices. Comprehensive knowledge of automated systems, personal computers, and software.
Ability to train others in the use of systems is required. Ability to understand and further management goals, motivate, train and work effectively with subordinates; and plan and organize.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Summary Continued In addition, this position is Scrolling strategic policy advisor to the Branch NCOIC and other civilian members of the Branch.
Duties Performs a full range of routine to complex Reserve Accession related duties.
Provides authoritative technical interpretation and application of guidelines and responds to Air Force, DoD, Congressional and other high level inquiries.
Applies in-depth knowledge and understanding to use, manipulate, and apply various functions of the Military Personnel Data System (MilPDS) in order to input transactions and analyze output products used to control, assess, evaluate, track, approve/disapprove, and communicate transaction status information as relates to the total Reserve Accession process.
Performs special projects which include preparing and staffing written correspondence, briefings, and other documentation.
