Job Description

Summary

This job involves leading a team to manage human resources for the EPA's Region 10 office in Anchorage, Alaska, focusing on workforce planning, hiring, employee relations, and advising managers on HR issues.

Full Job Description

This position is in Region 10, Mission Support Division, Human Resources Branch. About: Region 10.

This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

NOTE: You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as advising on policies and procedures related to federal labor and employee relations, recruitment and staffing, performance management, training and employee development; and leading initiatives to improve organizational processes and making recommendations for the development of new human resources techniques or methods.

You will be assessed on the following competencies: Human Capital Management Managing Human Resources Employee and Labor Relations Coaching and Developing Others Managing Employees Supervisory and Leadership Judgment Written Communication Interpersonal Skills Oral Communication Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will: Plan, direct, and implement Human Capital programs for the region to ensure effective workforce planning, recruitment, onboarding, and employee and labor relations.

Serve as advisor to regional management on a broad spectrum of human capital matters to persuade management officials.

Supervise and lead the regional human capital staff for setting overall tone and direction for the office.

Maintain effective relationships with internal and external customers and business partners to identify and meet customers human capital needs for mission success.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
