About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the AD Healthcare Admin (AD HCA) AD HCA Business Operations, and is located in Falls Church, VA or San Antonio, TX or Aberdeen Proving Ground, MD Recruitment or relocation incentives may be authorized for highly qualified candidates.

Salary negotiation may be available for those candidates who are new to Federal service.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Major Duties:

  • Serve as advisor and expert over all facets of military awards (Joint and Service), personnel assignments, transfers, promotions, separations, policies, and procedures.
  • Review, process, and prepare submitted awards, decorations, and certificates for presentation.
  • Administer and facilitate all assigned functions of the Awards and Decorations Program and implement guidance, policies and procedures pertaining to Service, Defense and Civilian awards.
  • Direct the execution and coordination of a variety of military personnel strength management programs.
  • Provide staff level advisory services to various levels within the Defense Health Agency.
  • Advise the leadership on military personnel issues for all active-duty members in accordance with priority of replacements from the Services for optimum military personnel assignments.
  • Conduct policy reviews to evaluate effectiveness of current policies and practices and to ensure consistency in their application.
  • Serve as liaison between the Services' Personnel/Manpower operations and the Defense Health Agency.
  • Maintain familiarity with career patterns and military specialties to ensure units are authorized the proper personnel for mission accomplishment.
  • Serve as the Human Resources team member on special projects or comprehensive studies to identify and examine problems or operating issues that may impact our military members within the DHA.
