Full Job Description

You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE DEVELOPMENT) in the CAREER DEVELOPMENT DEPARTMENT of NAVAIRWARCENAC DIV.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (DA-04) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate some or all of the following: 1) Demonstrating experience teaching and public speaking; creating training objectives, content, and curricula; and experience with training and/or presentation development software; 2) Planning and administration of training and educational activities; 3) Developing and promoting strategic training programs and services to the workforce; 4) Researching, developing, and promoting training through position and workforce analysis; 5) Assisting management in determining workforce development requirements and in developing Individuals; and 6) Development Plans ensuring alignment with Command strategic initiatives to include analysis of critical skill needs and instruct on training systems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as an authoritative consultant who plans and develops programs, evaluates results, and uses findings in planning, developing, and installing new or modified programs.
  • You will develop and promote strategic training programs and services to the workforce.
  • You will provide direction to instructors and students on training technologies in both classroom and virtual environments.
  • You will provide proactive advisory services to managers, supervisors, and employees, frequently meeting with various management levels at the Patuxent River complex on operational employee development programs and concepts.
  • You will be tasked to participate in, design, or evaluate prototype employee development programs.
  • You will recommend efficiency measures for implementation based on studies and assessments.
  • You will lead and conduct occupational and compensation studies to ensure equitable application of employee development programs development.
  • You will conduct analysis on HR services for continuous improvement and streamline of services.
