Summary

Full Job Description

This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Performance Management and Awards Division.

The Division provides advice and assistance to employees and managers for a variety of employee relations and performance matters.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions.

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Specialized experience for this position includes: GS-11: For this position, the next lower grade level is a GS-09 Experience in advising management on issues relating to Employee Relations and/or Performance Management; AND Experience in identifying unprecedented and highly controversial issues and developing proposal and decision letters on formal disciplinary actions for conduct and/or performance on behalf of a Federal Agency; OR Have a Ph.D., or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree; OR an LL.M., in related field of study.

OR Have a combination of specialized experience and graduate level education that together meet 100% of the qualification requirements for this position.

GS-12: For this position, the next lower grade level is a GS-11 Experience in conducting administrative research and analysis; Experience in advising management on issues relating to Employee Relations and/or Performance Management; AND Experience in identifying unprecedented and highly controversial issues and developing proposal and decision letters on formal disciplinary actions for conduct and/or performance on behalf of a federal agency.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The physical worksite for this position is located in Alexandria, Virginia. This position is eligible under the Situational Telework Program per agency and business unit discretion/policy.
