Full Job Description

NASA's Shared Services Center, Employee Services Branch is seeking a dynamic leader to serve as HR Chief, overseeing Retirement and Benefits, Payroll, Personnel Actions, Leave Programs, eOPF, Unemployment Compensation, and Workers' Compensation.

You will provide strategic leadership, ensure compliance with regulations and policy, support workforce stability, lead a team of HR professionals, provide expert guidance to leadership, and manage high-volume mission-critical employee services programs.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing authoritative advisory services on retirement and benefits programs, with additional experience in at least one of the following: payroll, personnel actions, leave programs, unemployment compensation, or workers' compensation Serving as an HR subject-matter expert for policy interpretation and employee guidance.

Leading, communicating, and influencing outcomes with diverse stakeholders. Leading or managing an HR team, function or project including mentoring, performance management and workload oversight.

  • Leads and manages the Employee Services Branch, providing strategic direction and oversight of Retirements and Benefits, Payroll, Personnel Actions, Leave Programs, eOPF, Unemployment Compensation, and Workers’ Compensation programs.
  • Supervises employees; identifies strategic objectives; defines and assigns work; defines technical work requirements and milestones; evaluates accomplishments; recommends employee recognition and/or takes corrective actions as appropriate.
  • Serves as an expert consultant to advise on a range of operational and/or complex strategic Human Capital issues. Works to eliminate inefficient and redundant processes and to optimize the use of organizational assets.
  • Reviews potential policy changes within the Agency to determine their effect on existing policies and functional processes and makes recommendations on changes as well as continuous improvement.
  • Collaborates with NSSC and HR senior leadership in support of the strategic plan, mission, vision. Ensures organizational values are communicated and integrated into functional area strategies, goals, objectives, and work; communicates milestones.
  • Advises senior leadership on complex employee services issues, workforce transitions, surge planning, and policy interpretation.
  • Monitors branch performance metrics, identify trends, and recommend process improvements to maintain effective operations.
  • Manages HR Services by employing change management, including strategic planning and workforce development initiatives, assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
  • Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.
