Job Description

Summary

This job involves working as a human resources specialist for the Department of Energy, where you'll advise managers and employees on staffing, recruitment, performance issues, and other HR matters to support the agency's operations.

You'll analyze problems, recommend solutions, and ensure compliance with federal rules in a shared HR service center.

Full Job Description

This position is part of the Power Marketing Administration HR Shared Service Center.

As a HR Specialist, you will provide advisory services for HR; coordinate with other HR Business Partners, SSC personnel, and DOE Human Capital Management regarding human resources matters impacting employees; provide advice and guidance in all aspects of HR Management program analysis, workforce planning, and position restructure analysis.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service.

Specialized experience for this position is defined as experience in all the following: Analyzing, interpreting, and applying Federal civilian human resources laws, rules, regulations, procedures, and providing advisory services in two or more of the following areas: employee relations, labor relations, recruitment, staffing, and classification.

Advising leadership on a broad range of complex and/or strategic human resources matters within a large organization.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

As a Human Resources Specialist, you will: Provide advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems, and development of solutions; Provide position management and classification advisory services to managers and employees of assigned organizations; Exercise persuasiveness, imagination, and technical insight in preparing and presenting recommendations to management.

Advise managers about appropriate discipline or other corrective techniques responsive to a range of conduct and performance problems.

Advise managers about appropriate corrective techniques related to a range of performance problems.

Serve as a technical resource, expert, and authority on HR related statutes, regulations, guidelines, and policies to assigned organizations, supporting AO's, managers, and supervisors.

Provide advisory services to managers, supervisors, and employees on various HR related matters ranging from benefits to more in-depth requests.
