Summary

This job is for a Human Resources Specialist in the U.S.

Attorney's Office in Maryland, where you'll help managers with federal HR matters like hiring, employee performance, benefits, and workplace issues.

It's ideal for someone with a few years of HR experience in government or similar settings, or advanced education in HR or related fields.

The role supports the Department of Justice by ensuring smooth operations in their Baltimore or Greenbelt offices.

Key Requirements

  • One year of specialized experience at GS-9 level (for GS-11) or GS-11 level (for GS-12) in federal HR, including advising on recruitment, placement, classification, performance management, employee relations, benefits, labor relations, and development

Full Job Description

The U.S. Attorney's Office (USAO) for the District of Maryland serves as the chief representative of the United States in federal court in Maryland.

Vacancy is located in either the USAO's Baltimore or Greenbelt office.

This position is also being announced to applicants eligible to apply through Merit Staffing procedures under 26-MD-12872028-MS.

GS-11 Specialized Experience: To be qualified at the GS-11 grade level in Federal service, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Combination of Education and Experience.

Specialized Experience: One full year of specialized experience equivalent to the GS-9 grade level in Federal service.

Specialized experience is defined as experience advising managers on Federal Human Resources laws and regulations related to recruitment and placement, position classification, performance management, employee relations, employee benefits, labor relations, and human resources development.

Examples of specialized experience include: performing positions analysis to determine position requirements and area of consideration; preparing and reviewing position and/or job descriptions, conducting desk audits, and writing reports of findings; providing advice and assistance on the processes and procedures of performance management systems and the incentive award program; and providing assistance in counseling employees on employee benefits program options and coverage.

OR Education: A Ph.D.

or equivalent doctoral degree in a related field (e.g., Human Resources, Business Management, Occupational Leadership, and etc) or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.

(Only graduate education in excess of 2 full years is creditable).

GS-12 Specialized Experience: Specialized Experience: One full year of specialized experience equivalent to the GS-11 grade level in Federal service.

Specialized experience is defined as experience advising managers on Federal Human Resources laws and regulations related to recruitment and placement, position classification, performance management, employee relations, employee benefits, labor relations, and human resources development.

Examples of specialized experience include: performing complex position analysis to determine position requirements and area of consideration, utilizing most efficient techniques to fill vacancies; assist in conducting position management surveys and organizational studies; assist in advising on employee issues which may be sensitive, serious, and controversial in nature; and providing counseling to employees on employee benefits program options, coverage, and advantages and disadvantages of benefits.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

If selected for this position you will provide a variety of human resource management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, labor relations, and human resources development.

Assignments will include both day-to-day case processing, advice and assistance to management and staff, and special projects and studies.

Typical duties include: Providing management with a wide range of flexible and innovative strategies in administering staffing and placement activities for the district.

Providing a full range of classification and position management services for the district.

Providing authoritative technical advice and assistance in situations requiring extensive analysis in which the nature and scope of the classification issues is complex.

Advising management on potential employee relations and performance management program problems such as organizational patterns of leave usage or similar program abuses.

Providing assistance to employees, managers and beneficiaries in the administration of Federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs.

Planning, developing, and administering programs to train and develop district employees.

Responsibilities will increase and assignments will become more complex as your training and experience progress.
