This job is for a Human Resources Assistant at a military base in Texas, where you'll handle clerical tasks, support personnel actions, and assist with office work in a supportive environment.

This position will be assigned to the JBSA Fort Sam Houston Human Resources Office.
The incumbent will be required to work occasionally at the satellite offices located at JBSA Randolph and Lackland AFB. This is a Regular Full-Time category position with guaranteed 40 hrs. per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
You will receive credit for all qualifying experience, including volunteer experience.
Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience: NF-02 Human Resources Assistant: Must have experience in responsible clerical or office work of any kind in which the applicant demonstrated the ability to perform satisfactorily at the pay band level of the position.
Experience of office automation software (MS Windows, MS Office, including PowerPoint, Word, and Excel) is required. Must have experience in dealing with the public.
Experience of NAF Human Resources and/or experience processing personnel actions is desired.
Must satisfactorily demonstrate the ability to independently perform at the target grade level (NF-III) within 12 months of appointment in the position in order to be non-competitive promoted.
NF-03 Human Resources Assistant: In addition to the above, applicant must have progressively responsible experience that required the applicant to acquire and apply a thorough and comprehensive knowledge of the rules, regulations, procedures, and program requirements of NAF personnel administration.
Knowledge, Skills, and Abilities (KSAs): Your qualifications will be evaluated on the bases of your level of knowledge, skills, abilities and/or competencies in the following areas: Typing skills are required.
Knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel). Must be able to read, write, and speak English.
Must possess skill in dealing with the public.
Must have progressively responsible experience that required the applicant to acquire and apply a thorough and comprehensive knowledge of the rules, regulations, procedures, and program requirements of NAF personnel administration.

Major Duties:
Works under close supervision in a developmental capacity, performing assignments, and completing training, both of which are aimed in preparing the employee to gain the knowledge and skills necessary ensure the development of skills and abilities needed to perform at full performance level.
At the entry level, work will be basic in nature, repetitive with easily accessible references and guidance.
The incumbent receives progressively more responsible assignments until the full-performance level is reached. Work will be reviewed carefully after each assignment is completed.
Assists in providing recruitment and placement service to NAF activities by procedurally processing a full range of personnel actions such as appointments, position and pay changes, transfers, and separations.
Maintains electronic records, receives and processes requests to fill vacant positions, reviews selections for accuracy, and coordinates with supervisors during the hiring process.
Checks for presence of necessary documents, for completion of all necessary items in each document, and for arrangement of necessary documents in proper sequence.
Checks items of information for conformance to applicable laws, regulations, etc. Contacts appropriate sources to secure missing data or documents.
Provides specific items of information to employees regarding personnel matters including, but not limited to: insurance, retirement, 401(k), unemployment compensation, workers' compensation, and awards.
Utilizes information found in commonly used regulations, instructions, or manuals.
In-processes new employees, providing an overview of employee benefits and assisting in the completion of employment documents.
Maintains Official Personnel Folders, position control registers, office files, group insurance files, etc.
Receives training on processing security checks to include installation records checks, state criminal history repository checks, and Tier 1 / Tier 3 background checks.
As well as training on calculating Service Computation Dates and Within Grade Increases. Maintains control of within-grade increases to ensure requirements are met.
On the job training on processing personnel data into the automated personnel data systems to process a variety of personnel actions. Prepares, in final form, the full range of personnel actions.
Performs other related duties as assigned.
