HCD develops and implements policies, procedures, and systems that optimize organizational effectiveness and enable achievement of the Library of Congress mission and strategic priorities through collaborative leadership.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

The team balances a portfolio of programs, projects and events by working effectively both as a team and individually in their various leadership and support roles.
Provides technical support for supervisors and staff administering a range of programs, projects, operations, and initiatives.
Applies professional competence and extensive knowledge of relevant HR and human capital management policies, theories, and principles. Maintains pertinent operating procedures and resource materials.
Independently performs routine technical assignments, prioritizing workload in coordination with supervisor and colleagues. Assists in training lower-graded employees.
Compiles, reviews, reconciles, enters, updates, reports on, and maintains personnel, financial, programmatic, survey, and evaluation data and information in various systems.
Extracts and manipulates data and information to analyze technical issues and problems, determine their interrelationships, and resolve them using the appropriate methods and techniques.
Uses standard software to prepare documents containing tables, graphs, and other data visualizations, and to complete routine writing assignments and prepare periodic and special reports.
Serves as a liaison with HCD customers to acquire, clarify, or exchange facts or information needed to complete assignments. Provides guidance on policies and procedures.
Conducts research and provides technical answers to inquiries from HCD customers. Acts to resolve problems or delays relative to HCD programs, projects, and initiatives.
Keeps supervisor and designated staff informed of the status of problems or issues that require intervention or correction.
Performs general clerical and administrative support duties as assigned, including receiving visitors and telephone inquiries, determining nature of call or business questions, and answering questions based on knowledge of HCD programs, projects, or initiatives or forwarding inquiries to the appropriate HCD employee; assisting with classroom setup and management; and maintaining administrative records.
Devises efficiency improvements such as streamlining cumbersome or time-consuming administrative processes for gathering and processing information, organizing records and files and manipulating data and information.
Participates in planning and conducting quality assurance and control activities to ensure accuracy and authoritativeness of HCD data and information across multiple systems and formats.
This may include using specified systems and workflows to track data and information, check for discrepancies, and correct complex problems and inconsistencies; conducting periodic audits of data and information for quality issues; and reviewing documents to ensure completeness, accuracy, and compliance with HCD standards.
Develops solutions that eliminate or reduce data discrepancies. Provides guidance to colleagues in addressing difficult questions related to quality assurance and control.
Develops or modifies quality assurance and control-related policies, procedures, and resource materials; recommends new standards and guidelines, as well as new methods, approaches, and procedures to ensure continuous quality assurance and control.
