THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES ASSISTANT (CLASSIFICATION/EMPLOYEE BENEFITS) (TITLE 5), Position Description Number T5934000 and is part of the IL HRO AF, National Guard.
AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
The FOURTH area of consideration will be all current Federal Employees. The FIFTH area of consideration will be all Federal re-employment eligible. The SIXTH area of consideration will be U.S.
Citizens.
GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled; experience using computer and automation systems.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-6 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
SPECIALIZED EXPERIENCE: GS-7 Level MUST possess at least 1-year equivalent to the next lower grade of GS-6; experience performing classification reviews by gathering information through position reviews and organization charts: experience providing guidance or information on benefits and services including, but not limited to thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries.
GS-6 Level MUST possess at least 1-year equivalent to the next lower grade of GS-5; experience performing Human Resources functions involving Classification and Position Management; experience performing Human Resources functions involving Employee Benefits.
GS-5 Level MUST possess at least 1-year equivalent to the next lower grade of GS-4; experience using automated systems to process personnel actions.

As a HUMAN RESOURCES ASSISTANT (CLASSIFICATION/EMPLOYEE BENEFITS) (TITLE 5), GS-0203-5/6/7, you will provide limited technical assistance to Human Resources Specialists servicing both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.
Major Duties - This is NOT an all-inclusive list: Coordinates human resources transactions on a daily basis with management officials, employees, the ARNG/ANG organization/unit and HRO.
Performs clerical and technical work in the following Human Resources functions: Classification and Position Management and Employee Benefits.
Performs classification reviews by gathering information through position reviews and organization charts.
Answers general questions from supervisors and employees regarding procedures for classification change actions. Processes incoming Requests for Personnel Actions (RPAs).
Researches, validates, and provides information on position descriptions. Obtains records and statistical data to use for reports.
Maintains position review records, applicable source documents, organization charts, and position descriptions. Monitors and ensures timely implementation of classification releases.
Assists higher graded specialist in determination of creditable service computation dates (SCD) for leave category, retirement, Thrift Savings Plan, etc.
May provide guidance or information on benefits and services including, but not limited to thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries.
Assists higher graded specialist in advising and assisting employees, supervisors, retirees, family members, and personal representatives on all matters pertaining to the Federal retirement systems (e.g.
Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS). Assists higher graded specialist in determination of eligibility for retirement and computes annuity estimates.
Assists higher graded specialist in advising employees within the State to make deposit(s) for military service or deposit(s) for previous CSRS and applicable FERS service.
Assists higher graded specialist in explaining provisions of employee benefits and services to employees and supervisors on matters relating to Workers' Compensation such as determination reassignments and light duty.
