About the Position: This position is under the DoDEA Headquarters Elementary Education Directorate which is located at the Mark Center in Alexandria, VA.

Basic requirement for an Instructional System Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.

The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: conducting long-term studies or program evaluations reviewing instructional practices and methods of instructional delivery; developing policies, procedures, or technical guidance for elementary education programs; and leading or directing the work of professional staff by providing guidance, supporting goal setting, monitoring work progress, or helping resolve work-related issues - experience may include formal supervisory duties or leadership roles that demonstrate readiness for entry-level supervision.

This definition of specialized experience is typical of work performed at the next lower grade level (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Provides strategic leadership for PK–5 curriculum and instructional initiatives, conducting long range planning and analyses to identify needs, mitigate risks, and align work with DoDEA’s strategic priorities.
  • Oversees program development and execution, establishing SMART goals, monitoring progress, evaluating effectiveness through data, and recommending improvements to enhance student learning outcomes.
  • Develops, communicates, and refines program policies and guidance, incorporating stakeholder feedback, ensuring alignment with agency priorities, and supporting consistent implementation across regions.
  • Manages federal resources and procurement activities, serving as or supporting the COR by drafting statements of work, conducting technical evaluations, and overseeing contractor performance.
  • Leads the design and evaluation of professional learning, ensuring offerings are data driven, aligned to program goals, and effectively build the capacity of ISSs and educators.
  • Provides technical and administrative supervision to Instructional Systems Specialists, including onboarding, coaching, performance management, and ensuring adherence to agency policies and labor agreements.
  • Facilitates collaboration with internal and external stakeholders, coordinating cross functional teams to support cohesive curriculum implementation and program alignment across DoDEA.
  • Ensures effective organizational operations for the Elementary Education Division, maintaining procedures, documentation, and meeting structures while representing the division in agency forums.
  • Oversees the readiness and accountability of instructional resources, ensuring timely provisioning, clear communication with stakeholders, and effective management of materials supporting PK–5 programs.
