Summary

This HR Analyst role at King County's Department of Local Services involves handling the entire hiring process, from finding and attracting diverse candidates to managing their experience through to onboarding, while also supporting employees and managers with time off requests like leaves.

It's a temporary position lasting until at least January 2027, focused on creating fair and inclusive recruitment strategies.

This recruitment will be used to fill 1 Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) position. The TLT/SDA is anticipated to end January 2027, with the possibility of extension.

King County - Department of Local Services is looking for detail oriented, customer-focused HR Analyst to join our “rock star” team. We are looking for strong candidates who will provide full-cycle recruitment services and leave management for the Department of Local Services.


The focus of this position will be recruiting and executing innovative strategies to source applicants; manage the candidate relationship for competitive diverse candidates for our department. In this position you will work with employees and managers on management of leaves.

The ideal candidate is an experienced HR professional who integrates equity, racial, and social justice into all aspects of their work.

They have proven expertise in full-cycle recruitment, from developing inclusive hiring strategies to training managers in equitable selection practices.

Skilled in managing protected leaves, they ensure compliance, accuracy, and clear communication with employees and management.

They are collaborative, politically savvy, and adept at balancing multiple priorities in a fast-paced environment. Strong communication, sound judgment, and discretion are essential strengths.

Technologically proficient in applicant tracking systems, human management software, SharePoint, and Microsoft Office, they leverage tools to enhance efficiency.

Requirements

Applying equity, racial, and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.

  • Manage and perform full-cycle recruitment processes for a variety of positions. Partner with hiring managers and internal stakeholders to identify position requirements and understand hiring needs.
  • Engage with and source applicants. Leverage and optimize all available tools including internal and external networks, social media, job boards, direct sourcing, community contacts, and personal networking events. Manage the candidate relationship from beginning to end.
  • Promote King County as an Employer of Choice. Generate diverse applicant pools in support of Equity and Social Justice Goals through outreach and sourcing.
  • Developing and administering competency and merit-based selection materials including recruitment plans, job announcements, job-related exams, interview questions, and related rating criteria.
  • Establish priorities for managing your work while staying on a focused, efficient path toward achieving results.
  • Optimizing the recruitment processes by contributing innovative ideas recommending efficiencies.
  • Update PeopleSoft HCM and other software programs by managing data, creating reports, and solving moderate to complex technical problems related to the systems.
  • Provide information, advice, and consultation on leaves to employees and supervisors and administer FMLA and other leave benefits by reviewing and approving leave requests, ensuring approvals and denials comply with Federal, State, and County laws and policies.
  • Establishing relationships with both hiring supervisors and candidates to be a trusted advisor delivering outstanding customer service throughout the hiring process.

Qualifications

  • Experience in managing full-cycle recruitments, including providing consultative advice to hiring managers OR any combination of education and experience necessary to perform the scope of job duties.
  • Experience in leave administration for family medical leave and other protected leave laws. Ability to communicate and guide employees and supervisor through protected leave processes.
  • Can develop and implement screening and examination techniques to broaden our applicant pools; prepare candidates for interviews – reviewing culture, organization structure, job description, competencies and expectations.
  • Demonstrated skills at working collaboratively, creating relationships, and building trust and rapport with a diverse group of people and professionals of different levels.
  • The ability to build a genuine, collaborative, and consultative style in their approach to their work. Understand the importance of building effective relationships with customers, team members, hiring managers, and other staff.
  • The ability to prioritize and handle multiple tasks and deadlines in a fast-paced and demanding environment.
  • Have effective communication skills and can use tact and diplomacy in all situations.
  • Experience using MS Office Suite and have the ability to use Outlook, Word, Excel, and SharePoint.
  • Experience using an applicant tracking system to run full life cycle recruitments. (King County uses NEOGOV as an applicant tracking system).

INTERVIEW PROCESS:

Applicants who pass the initial screening will be invited to participate in a 15-minute phone interview the week of February 16, 2026,


If selected to move forward after the phone interview, you will be invited for a virtual interview in the week of February 23, 2026.

WORK SCHEDULE:

The work week is normally Monday through Friday, 7:30 a.m. to 4:00 p.m., but may at times require work outside of normal business hours. This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay, with prior supervisor approval.

EMERGENCY DESIGNATION STATUS:

Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT:
We will work in the office at least three days a week to foster connection and responsiveness, arrive prepared and on time, and structure meetings with clear goals and next steps.

The employee will report to work at King Street Center (201 S. Jackson, Seattle, WA 98104) and Renton Maintenance Facility (155 Monroe Ave NE, Renton, WA 98056).
