Department of Public Health is seeking a Health Services Administrator I (Operations Manager) to join the Overdose Prevention and Response (ODPR) team!

This position plays a vital leadership role in advancing King County’s public health strategies to prevent overdose and mitigate the harms of drug use.

This position oversees the operational and administrative activities of the ODPR team and provides leadership and support to build a healthy team culture.

The Operations Manager is primarily an internal facing role that works with community contracted and other partners, other government agencies, and internal stakeholders to ensure effective, equitable, and innovative services for people at risk of overdose.

The position is part of the leadership for the ODPR team, reports to the ODPR Strategic Advisor (a Regional Health Administrator) and supervises approximately 3-5 staff.

About the Health Sciences Division

The Health Sciences division provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community.

Within Health Sciences, the Overdose Prevention and Response (ODPR) team delivers an array of services, including harm reduction supply distribution, overdose prevention and stigma reduction training, outreach and communications campaigns, linkage to care strategies, and coordination of opioid settlement investments and federal grants.

Work Schedule

Typical work schedule is Monday through Friday, from 8:00 am to 5:00 pm with occasional after hours or weekend responsibilities. This is an Exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.


Remote and Onsite Work

The ODPR team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook building located at 401 Fifth Avenue, Seattle, WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

Operational Leadership

Implement and oversee the day-to-day operations of the ODPR team, ensuring timely execution and reporting on initiatives such as harm reduction supply distribution, training, communications, low-barrier response and connection to treatment, and housing and place-based prevention and response.

Aligning activities with team goals, Public Health’s Strategic Plan, and KC’s Equity Framework while breaking down silos across initiatives.

  • Supports the team in navigating internal King County systems, including by leveraging existing standard operating procedures and documentation and leading the co-creation of new standard processes/practices for the team when needed.
  • Manage program priorities, work plans, and deliverables.
  • Provide administrative supervision to approximately 3-5 program/project managers in a matrixed environment and overall operational leadership and support to a team of 12-15 staff. Use organizational development tools and frameworks to support a healthy and strong team and workplace culture.
  • Analyze data and trends to adapt program strategies, support continuous quality improvement, and drive health equity outcomes.

    Oversee enterprise-level reporting on key milestones and performance measures, including strategic plan and operational review quarterly updates to department and county leadership, respectively.

  • Support contract and grant management to ensure fiscal responsibility and compliance with local, state, and federal regulations and grantors.
  • Oversee procurement and contracting for the ODPR team in partnership with the PHSKC contracting team.
  • Evaluate and optimize existing meeting structures, collaborating with the team to design and implement improved frameworks such as tiered boards or alternative information sharing mechanisms.
  • Support the team in developing and refining tools to support project and task management to ensure coordination across the team, balanced and manageable workloads, and the on-time completion of key project deliverables.
  • Oversee the team’s design and adoption of best practices in the use of technology, including SharePoint/Teams, project management tools, Microsoft Lists, and other information system products.
  • Administrative & Fiscal Management

    • Work with the Strategic Advisor, finance staff and program managers to manage the ODPR program budget, including county levy and city funding, opioid settlement allocations, and grant-funded projects.
    • Monitor expenditures, identify funding opportunities, and ensure financial resources align with program needs and community priorities. Review project-specific budgets and ensure coordination across the team for overlapping bodies of work.
    • Serve as team lead on human resources, including staffing plans, recruitments, workload management, and coverage/back-up planning.

    Organizational Development and Culture-Building

    • Work as part of a leadership team to provide day-to-day support in shaping team culture, strengthening communication norms, and reinforcing values-driven behaviors consistent with Public Health’s equity and anti-racism work.
    • Provide opportunities for staff professional development and job enrichment.
    • Support managers and staff through coaching, structured feedback, team building, and implementation of shared working agreements.
    • Use organizational development frameworks and tools to ensure the team feels that projects/initiatives, decisions, and communications are rooted in the principles of justice, participation, transparency, effectiveness, coherence, and accountability.
    • Lead and coordinate cross-team operational planning processes that clarify roles, expectations, workflows, and decision-making structures.
    • In collaboration with the Strategic Advisor, division leadership, ODPR team members, and consultants and advisors from outside the team, work to repair harm where that is needed.
    • Advance the King County’s Racism Is a Public Health Crisis commitment.
    • Other duties as assigned.

    Qualifications

    Our ideal candidate will demonstrate the following (Minimum):

    • Bachelor’s and/or advanced degree in a relevant field or comparable experience.
    • Demonstrated experience applying public health principles, including the use of data, evidence, and community voice to inform decision-making.
    • Proven skill in navigating and leading staff through complex processes in areas such as Request for Proposals, contract management, procurement, and invoice processing.
    • Demonstrated experience providing project management support for multidisciplinary teams that are working on multiple projects, including experience creating as well as adjusting scopes of work, workplans, and timelines.
    • Proven experience with team building and culture development, including facilitating conversations to work through conflict in a generative way and to address and repair harms.
    • Demonstrated experience in meeting facilitation with teams, encouraging and working through diverse opinions/perspectives, managing conflict, striking the balance between building connection and keeping work moving forward/meeting team members' needs for info/support, etc.
    • Proven experience in managing the day-to-day operations of a team, including budget and expenditure monitoring across multiple funding sources (e.g., federal, city, levy, and settlement), space planning, and records management.
    • Demonstrated experience supervising multiple staff, including co-developing workplans, supporting professional development, and managing performance.
    • Experience managing complex projects that require coordination of staff from various internal work teams and business units across a governmental organization.
    • Excellent communication, facilitation, and consensus-building skills with diverse audiences.
    • Experience using organizational development tools and frameworks to build a strong team and workplace culture.
    • Deep knowledge of equity and social justice principles and practices and understanding of the effects of place, race, and policy and systems-based inequities on communities and populations that have been marginalized and most directly impacted by overdose.


    The most competitive applicants will have the following experiences and qualifications (Desired):

    • Demonstrated experience serving as operations manager in a local health department or agency providing overdose prevention services funding by multiple funding sources (e.g., federal, state, city, levy, and settlement).
    • Knowledge of SharePoint and Teams best practices and experience supporting a team through technological transitions in their use of these applications.
    • Individuals who have personal experiences with criminalized drug use, incarceration, homelessness, sex work, or are a member of a community disproportionately impacted by overdose are valued and welcomed applicants.
