**This recruitment will be used to fill one Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position. The TLT/SDA is anticipated to last one year, with the possibility of extension.

The Road Services Division (Roads) of King County’s Department of Local Services presents this unique opportunity to join Roads’ Grants, Planning and Strategy team as a Data and Performance Specialist (Project/Program Manager II).

We are a highly collaborative unit within the Strategic Business Operations Section, with responsibilities that support a growing number of programs and projects within the Division as well as the Department.

This position will play a crucial role in managing diverse technical tasks for programs related to performance measurement and grant management.

We are seeking a detail -oriented, collaborative professional to support program operations, grant management, and performance reporting across the division.

The ideal candidate will excel in research, problem-solving, and technical facilitation; have a passion for data analysis; and possess strong written and verbal communication skills.

Requirements

Program & Operational Support

  • Coordinate review and comment processes.
  • Respond to program and project inquiries.
  • Gather, analyze, and interpret data to support decision-making.
  • Maintain multiple SharePoint sites, ensuring accurate content, access, and updates.
  • Partner with staff across work groups to identify and implement process improvements.
  • Support meetings, coordination efforts, and communication with King County staff.
  • Draft external correspondence for supervisors or management.
  • Collaborate effectively with teams across the division and perform other duties as assigned.

Grants Management

  • Build, monitor, and maintain databases and tracking systems to ensure compliance and data accuracy.
  • Organize and maintain grant files, reports, and audit documentation across SharePoint, shared drives, and databases.
  • Track grant project scope, schedule, and budget; follow up with project managers to address risks or issues.
  • Assist with preparing grant applications, amendments, reports, close-outs, and other required submissions.

Performance Management

  • Produce monthly and quarterly performance dashboards.
  • Convene and support interdisciplinary teams to measure and report performance.
  • Coordinate performance management processes that support continuous improvement and strong data stewardship.

Qualifications

Minimum Qualifications

  • Bachelor’s degree or equivalent combination of education and experience.
  • Experience with project management and data analysis tools (e.g., Power BI, Tableau, Airtable).
  • Strong skills in data visualization, report development, research, analysis, and data entry.
  • Experience building and managing databases, dashboards, SharePoint sites, and document management systems.
  • Background providing complex technical and administrative support.
  • Ability to create workflows and standard procedures, and to collaborate with diverse teams on process improvements.
  • Exceptional attention to detail, follow-through-, and communication skills.
  • Proficiency with Microsoft Office applications, including Outlook, Excel, Project, PowerPoint, SharePoint, and Teams.
  • Cultural awareness and comfort engaging in conversations about race, equity, and diversity.

Desired Qualifications

  • Knowledge of grant management processes and related local, state, and federal requirements.
  • Experience with LEAN or continuous improvement methodologies.
  • Competency leading improvement projects and adopting new systems to enhance value for partners.

INTERVIEW SCHEDULE: Those applicants who pass the initial screening will be invited to participate in an interview the week of 2/16/2026.

Current employees selected for a Special Duty Assignment will be compensated based on the provisions of the Collective Bargaining Agreement or Master Labor Agreement for their base assignment if applicable.

TELEWORKING REQUIREMENT: We will work in the office at least three days a week to foster connection and responsiveness, arrive prepared and on time, and structure meetings with clear goals and next steps.


WORK LOCATION: Employees will have access to shared workspaces at various King County facilities. Your primary onsite workspace will be at King Street Center, 201 S Jackson St, Seattle.

Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
