The primary purpose of this position is: To serve as the Housing Program Manager responsible for planning, organizing, coordinating, directing, and managing the technical and administrative operations of the Housing Management Element for Privatized Housing, leased housing, housing referral and relocation services, General Officer units, and Basic Allowance for Housing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience include comprehensive knowledge of a wide range of federal, state, agency, and local housing policies, requirements, administrative practices and procedures to perform broad management planning, budgeting, scheduling, and coordination of management resources for effective and efficient operations and use of Air Force privatized housing (PH) facilities and compliance with transactional documents, DoD, and Air Force policies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-???????11 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of housing property/asset management principles, concepts, and methodologies. 2.

Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishing management principles, theory, policies, directives, and procedures. 3.

Knowledge of the principles of construction, contract acquisition, and program management. 4.

Knowledge of common business accounting principles and procedures and generally accepted financial management principles and standards. 5.

Knowledge of appropriated fund budget system and contracting provisions sufficient to ensure proper negotiations or commitment of government funds. 6.

Ability to read and comprehend legal documents relating to privatized housing transaction documents with a thorough understanding of content; and to analyze interrelated issues of effectiveness, efficiency, and productivity to develop recommendations and solve problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, schedules, and coordinates management activities to evaluate overall performance of privatized housing including occupancy requirements, maintenance, budget and financial controls, administrative procedures, and resident relations as they comply with the transaction documents.

Participates in the administration of financial management and the validation of budget requirements for the entire housing program.

Oversees activities associated with the Management Review Committee (MRC) and other Commander interest programs.

Oversees the housing referral program through locally established policies and procedures and liaisons with civil authorities and property owners and agents.
